Job Description

Under direction of the Project Manager and with the support of the corporate EH&S Regional Manager, plans, organizes, coordinates and implements the company safety and environmental management programs for the El Segundo facilities, including all satellite locations and pump stations; takes action to ensure compliance with safety, health and environmental regulations and requirements, including California and Federal OSHA, EPA and company standards and all relevant permits; conducts routine inspections and task observations to advise supervisors and managers on safe work methods and practices and the elimination of hazards; supports injury management; investigates accidents, near misses, chemical spill/release incidents, and prepares necessary reports to ensure proper deadlines are met to all internal stakeholders, as well as external State and regulatory agencies. Interface with corporate EH&S team to implement corporate initiatives at the local level. Manages the unsafe condition reports process, the quarterly inspection processes and the monthly H&S dashboard. Participates in weekly safety walk-through, job observations and plant inspections as scheduled. Manages and provides EHS training; Performs a variety of tasks related to EHS.

Essential Duties and Responsibilities:

• Plans, organizes and participates in developing and implementing environmental and health and safety programs and procedures including industrial safety, occupational health and safety, fire protection, hazardous materials and environmental hazard abatement, to ensure compliance with Suez corporate policies and all local, state and federal laws and regulations for employee occupational health and safety, as well as Client's environmental obligations.
• Recommends, initiates, reviews, modifies and implements procedures and programs to comply with regulatory requirements and to reduce incidents of employee accidents and injuries. Monitors safety program compliance through review of accident reports, EHS Health & Safety Dashboard, field observations and inspections and safety committee reports and suggestions.
• Develops, manages, and administers a safety and environmental training program. Includes delivery or arranging delivery of initial and recurring training as required by the Training Needs Assessment (TNA), state and federal regulations; updating position TNA's based on operational changes; and recordkeeping.
• Coordinates and conducts safety committee meetings and routinely participates in department daily meetings.
• Regularly evaluates procedures, conducts periodic inspections of facilities and equipment to identify unsafe conditions and environmental hazards for improvement; issues notices of unsafe working conditions or hazard along with recommendations to safeguard employee health and/or protect the environment. Researches and recommends personal protective equipment, safety equipment and solutions, solicits quotes and procures equipment. Issue guidelines and procedures for staff to follow.
• Manages injuries/incidents following SUEZ reporting and injury management guidelines including being on call 24 hours per days 7 days per week with the ability to respond to the facility as may be needed.
• Conducts investigations of accidents, injuries and incidents, and near misses; prepares required reports on employee accidents in compliance with CAL OSHA and SUEZ requirements. Responsible for archiving of safety/accident records and environmental incident reporting.
• Administers hazardous materials and waste management program including waste minimization procedures; reviews chemicals used and maintains required materials safety data sheets (MSDS); serves as a First Responder on chemical spill/release incidents.
• Ensures LOTOTO program remains compliant and is consistently followed.
• Participate in non-routine task safe work planning to support identification of risks and appropriate controls. Periodically conduct field observatons to verify non-routine task execution against plan.

Qualifications

Education/Equivalent:

• Bachelor's degree in engineering, or safety, environmental health, or an industrial hygiene related degree with major course work in occupational health and safety engineering.

Work Experience Needed:

• Three (3) years of related (utility) work experience preferred.
• Five (5) years of occupational safety & health experience preferred.

Special Skills/Abilities Needed:

• Strong organizational, verbal, written and interpersonal skills.
• Ability to interact with all levels of the organization within the project.
• Proficient knowledge of MicroSoft Office including Excel, Word, Outlook and PowerPoint.
• Maintain specialized knowledge of OSHA regulations and industry consensus safety guidelines.
• Knowledge of local, state and federal laws and ordinances governing Occupational Health and Safety and Environmental compliance.
• Knowledge of EPA Guidelines/Laws for the State of CA.
• Knowledge of AQMD regulations and permit compliance.
• Knowledge of wastewater treatment and related policies and procedures.

Licenses, Certificates, Special Requirements:

• A valid California Class C driver's license and the ability to maintain insurability.

Desired, but not required, certifications include:

• Authorization by the OSHA Training Institute as an authorized instructor on OSHA Standards for construction and general industry.
• CSP (Certified Safety Professional), or working toward a relevant safety or health credential such as OHST, ASP, CIH, CSP, etc..
• CHMM (Certified Hazardous Materials Manager)
• Certifications issued by AWWA and other recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials handling operations and chemical spill/release incidents.
