This position has a degree of remote flexibility once established in the role. The selected candidate will be expected to follow a hybrid work model that consists of both inoffice and work from home days, as needed. _Position Summary_ The Wildlife & Endangered Species Coordinator is responsible for assisting the Wildlife & Endangered Species Supervisor with conducting endangered species, fisheries and wildlife permitting to support the Transportation Improvement Program and Capital Investment Plan. This position will include working with staff wildlife biologists / environmental analysts, project managers, engineers and other members of the Highway Division, and private sector consultants, to secure endangered species, fisheries and wildlife permits and authorizations to meet the priorities and deadlines of the construction advertisement program. The position includes working closely with regulatory agencies on obtaining project specific approvals. The work associated with this position includes environmental impact analysis, permit application development and review, field work such as wildlife habitat assessments and rare species surveys, environmental stewardship, collaboration with internal and external stakeholders to develop innovative solutions to complex problems, and endangered species, fisheries and wildlife permitting in accordance with applicable laws, rules, regulations, standards and sound environmental science principles and practices. _Duties and Responsibilities_ The incumbent of this position is responsible for performing the following duties: * Serve as the Wildlife & Endangered Species Unit reviewer, responsible for supporting the unit supervisor in overseeing staff biologists and ensuring Highway Division project compliance with endangered species, fisheries and wildlife laws, rules and regulations. * Collaborates with the unit supervisor and environmental staff to ensure Highway Division projects are fully authorized and in compliance with the Federal and Massachusetts Endangered Species Acts, the Magnuson-Stevens Fishery Conservation and Management Act, Migratory Bird Treaty Act, and Fish and Wildlife Coordination Act. * Perform in-house technical services including preparation of accurate letters, reports and memoranda; wetland delineations; design review for wetland replication, storm water management BMPs, and stream crossings; evaluation of impacts to fish, wildlife and rare species habitat, and wetland functions & values assessments. * Ensure accurate completion of endangered species, fisheries and wildlife consultation forms, applications and assessments. * Coordinate and implement the Division's fish, wildlife, and ecosystem stewardship, including interagency research and implementation initiatives (e.g., Linking Landscapes for Massachusetts Wildlife projects with Massachusetts Division of Fisheries and Wildlife; rare species consultation with U.S. Fish & Wildlife Service). * Oversee consultant contracts by negotiating assignments and ensuring clear direction to consultants on MassDOT Highway Division and regulatory requirements. * Provides technical assistance, design reviews and trainings to the Department on stream crossing design and fluvial geomorphology and assists with the management of a Highway Division stream crossing improvements database. * Conducts technical reviews of consultant scopes of work, project schedules, cost estimates and plans to identify all potential environmental impacts and determine applicable permits. Provide advice on design issues and review of permit applications involving mitigation and avoidance of environmental resources. Coordinate with other environmental staff and Highway Division sections to solicit comments and identify permitting strategies. * Represent the Highway Division at Public Hearings, meetings and conferences with Federal, State and local officials, and maintain professional demeanor in representing the Division. Minimum Entrance Requirements: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associates degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelors degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience. *Executive Order #595: As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
