Environmental Compliance Specialist * *Looking to take the next step in your environmental science career? Join the Department of Military Affairs as an Environmental Compliance Specialist! Overview: This position requires a high level of knowledge, skills and abilities in applying the following laws, regulations, and Executive Orders: Resource Conservation and Recovery Act (RCRA) for solid and hazardous waste management; Toxic Substance Control Act (TSCA) for asbestos and radon; Emergency Planning and Community Right-to-Know Act (EPCRA) for Tier II and Toxic Release Inventory (TRI) hazardous substance management; Pollution Prevention Act; Clean Water Act for spill prevention control and countermeasures (SPCC) and aboveground storage tank (AST) management; U.S. Code, Title 42, Chapter 82 , Subchapter IX for underground storage tank (UST) management; National Pollutant Discharge Elimination System for storm water pollution prevention (SWPP) and industrial wastewater management; Clean Air Act for chlorofluorocarbon recycling operations; Executive Order 13834 Efficient Federal Operations; Department of Defense Instruction 4715.23, Integrated Recycling and Solid Waste Management; and Title 75, Chapter 10, Part 8, of Montana Code Annotated (MCA) Montana Integrated Waste Management Act. Responsibilities for this position include: * Developing plans and implementing projects to reduce waste generation, meet sustainability goals, and decrease environmental liability. * Administering the Environmental Performance Assessment System (EPAS) program to assess conformance with all environmental regulations, plans, and policies and minimize the potential for notices of violation, enforcement actions and environmental liability. * Providing technical assistance for the Montana Army National Guard and Department of Military Affairs. * Maintaining compliance with EPCRA and TSCA. * Must demonstrate ability to work and engage in diverse working environments. / State of Montana employment may qualify for student loan forgiveness under the Public Service Loan Forgiveness (PSLF) program. / This position will remain open until filled. Knowledge, Skills and Abilities: This position requires extensive, interdisciplinary knowledge of the concepts, theories, and developmental applications of environmental laws and regulations; pollution prevention; sustainability; solid and hazardous waste generation and minimization; and scientific research methods and techniques. The position also requires knowledge of environmental sampling and detection equipment; hazardous materials detection and identification; designing and conducting pollution prevention audits and solid waste stream characterization and analysis. This position requires effective written and verbal communication skills to convey technically complex, abstract, controversial, and emotional information and persuade audiences who vary greatly with regard to scientific understanding and terminology. This position requires the ability to persuade people to change in-grained procedures and habits such as throwing materials away instead of recycling. Ability to deal with changing priorities, technology, policy, regulation and due dates. Ability to work with the public and State and federal agencies on a regular basis. Ability pay attention to detail and maintain accuracy in all aspects of work. Ability to compare data, compile information, and analyze problems. Ability to coordinate with consultants, fellow employees, and NGB. Minimum Qualifications (Education and Experience): Bachelors Degree in Environmental Science, Environmental Engineering or a closely related field AND 4 years of progressively responsible environmental compliance experience in solid and hazardous waste management, pollution prevention, recycling, environmental regulatory auditing, or EPCRA and TSCA compliance.
