This role is responsible for managing NOVA's labor market research, including determining strategic objectives, allocating resources, and coordinating all labor market data reports, publications, and presentations. In addition to managing research projects and staff, the Associate Director is responsible for ensuring the quality of data analyzed and published for public and private use, as well as for communicating research findings and actionable information to both internal and external stakeholders. The Associate Director will maintain contacts at other state and local agencies (including regional economic development organizations and workforce development boards), education institutions, and community-based organizations as necessary to advance and inform NOVA's labor market research.

This role requires frequent contact and collaboration with other departments, including college leadership. The Associate Director will regularly provide college, department, and program leadership with labor market data and analysis relevant to determining the workforce needs and alignment of any current or anticipated credit and non-credit programs. The Associate Director is also responsible for developing, publishing, and maintaining a suite of research and career navigation products, including labor market dashboards, quarterly briefs, and workforce profiles. In addition, the Associate Director will develop and publish original research content including in-depth research reports, briefs, articles, and blog posts, and will partner/coordinate with other organizations to develop and execute collaborative research projects. The Associate Director will support marketing and communications efforts to demonstrate the value of NOVA to the local region, which includes delivering presentations on labor market data and trends related to NOVA to community groups and partners.

The Associate Director will manage other staff to accomplish the above responsibilities, including the supervision and guidance of staff responsible for coordinating and developing data visualization capabilities. The position reports to the Associate Vice President for the Office of Strategic Insights.

Special Assignments

May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.

KSA's/Required Qualifications
  • Excellent analytic and research skills, both quantitative and qualitative.
  • Excellent written and oral communication skills.
  • Ability to translate results of analysis into compelling stories and actionable insights.
  • Thorough knowledge of and experience working with government economic/demographic data sources including the Bureau of Labor Statistics, U.S. Census Bureau, National Center for Education Statistics, Bureau of Economic Analysis, and others.
  • Thorough knowledge of and experience working with proprietary labor market data sources and tools including JobsEQ (Chmura Economics) and Labor Insight/Emsi Analyst (Emsi Burning Glass).
  • Working knowledge of the federal and state workforce system and economic development practices.
  • Demonstrated ability to effectively visualize information through infographics and interactive data dashboards using Tableau or Power BI.
  • Ability to present comfortably in front of a variety of audiences, including the ability to successfully communicate technical concepts in non-technical settings.
  • Ability to develop and manage relationships with a range of stakeholders.
  • Demonstrated ability to simultaneously execute and deliver on multiple projects.
  • Ability to communicate with an ethnically and culturally diverse campus community, as well as to integrate considerations of diversity, equity, and inclusion into data analysis and reporting.
  • Ability to manage a team.


Minimum Qualifications
  • Bachelor's degree in business, economics, public policy, statistics, or related field; or equivalent education and experience.
  • Significant experience in developing, executing, and leading labor market research projects.
  • Significant experience in Microsoft Excel, including PivotTables, Power Query, and/or VBA.
  • Significant experience using SAS, R, Stata, or other statistical programming software.
  • Significant experience using Tableau, Power BI, or similar visualization tool to develop interactive data dashboards.

Preferred Qualifications
  • Master's degree in business, economics, public policy, or related field; or completion within 6 months of hire.
  • Significant experience working in the field of higher education.
  • Significant experience with GIS applications (e.g., ArcGIS) and mapping/analysis of geospatial data.
