The Fairfax County Office of Environmental and Energy Coordination (OEEC) coordinates, implements and promotes Fairfax County's extensive environmental, climate, and energy programs, plans, and policies. Under the general direction of the OEEC's Public Information Officer, supports the development and execution of existing climate and energy outreach programs and the development of new programmatic offerings and events that support county energy and environmental goals and policies. Duties include:

Works collaboratively with the OEEC Public Information Officer and other members of the OEEC outreach team to develop outreach plans, programs, and materials that will effectively reach target audiences;
Conducts research to inform campaign or program development, including research on campaigns or programs in other jurisdictions;
Supports the OEEC's public education efforts through the creation and review of materials such as informational brochures, case studies, interactive maps, downloadable guides and checklists, and more;
Develops and tracking metrics pertaining to audience engagement with program elements;
Synthesizes data and information to draft periodic or annual reports on existing programs;
Drafts and scheduling social media content;
Drafts content for the OEEC website and maintaining web pages on an as-needed basis;
Assists with incoming media inquiries and proactive media outreach;
Assists in the development of multimedia elements;
Builds and maintains meaningful relationships with internal and external stakeholders;
Conducts outreach to potential new contacts;
Creates opportunities for ongoing engagement with existing partners and contacts.

Note: The assigned functional areas of this position are environmental policy, environmental science, energy management, community outreach, communications/marketing, project management, research and analysis, and public policy.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.

Knowledge of the principles, practices, and techniques relating to various functional areas of business operation (e.g., personnel, budgeting and financial management, contract administration and management);
Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
Ability to identify and describe a range of possible solutions for solving business problems;
Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to train, lead, and/or supervise paraprofessional staff.

Employment StandardsMINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:

PREFERRED QUALIFICATIONS:

Master's degree in a related field;
Strong written and verbal communication skills, including the ability to present publicly both formally and informally;
Experience crafting creative public outreach and engagement opportunities and touch points;
Ability to present complex information to elected officials, senior management, and members of the community in a clear, concise and understandable manner;
Demonstrated experience with project management, including coordinating multiple elements with competing or concurrent timelines simultaneously;
Past experience with event planning, including overseeing event logistics, cultivating speakers or participants, and developing messaging or materials to support event promotion;
Familiarity with energy and climate action including but not limited to areas such as the impact of building energy and transportation emissions on the environment, and the economics of clean energy projects and programs;
Familiarity with communications and marketing concepts, trends, tools, and platforms;
Ability to work independently with minimal supervision to achieve project and program objectives and goals;
Ability to consistently meet deadlines and to properly prioritize work as tasks and demands shift;
Experience working in a local government environment including work with elected officials;
Demonstrated experience in information and data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings;
Demonstrated record of establishing and maintaining effective working relationships;
Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building;
Strong Microsoft Word, PowerPoint and Excel skills;
Basic familiarity with and working knowledge of HTML, CSS, and Drupal.
Experience using graphic design or multimedia development tools including Canva, Adobe Photoshop, Adobe Illustrator, Adobe Premiere, and more.

NECESSARY SPECIAL REQUIREMENTS:All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Ability to attend evening meetings and some weekend events is essential.

PHYSICAL REQUIREMENTS:
This position is primarily sedentary in nature; however, visual acuity to work on electronic equipment such as a computer monitor, typing on a keyboard, and are essential to this position. Ability to lift up to 20 pounds. All duties performed with or without reasonable accommodations.
