Introduction:

NOAA Fisheries is responsible for the stewardship of the nation's ocean resources and their habitat. NMFS provide vital services for the nation: productive and sustainable fisheries, safe sources of seafood, the recovery and conservation of protected resources, and healthy ecosystems, all backed by sound science and an ecosystem-based approach to management.
Job Description
Responsibilities:

This is an outstanding Senior Executive Services job opportunity for a Fish and Wildlife scientist to join the Northeast Fisheries Science Center of the National Marine Fisheries Service located in Massachusetts. The Science and Research Director are responsible for resources research programs located in five laboratories and facilities that are geographically dispersed. The Executive directs the research organization through planning, programming, managing, administering, and evaluating comprehensive research and development studies conducted in the field of economics, fishery and wildlife biology, zoology, zoogeography, oceanography, chemistry, physical science, engineering, food science, fishery methods, and socio-cultural studies. The Director is responsible for the following:

(a) Biological and oceanographic surveys and studies to monitor, assess, and predict the abundance and availability of living marine resources, including research to improve detection and monitoring;

(b) Studies to determine relationships between the quality and abundance of living marine resources and their natural ecosystems;

(c) Studies of the chemical, physical, and ecological interactions between living marine resources and environmental contaminants, particularly those which may produce long-term damage;

(d) Studies of community resilience and the socio-economic dimensions of marine resource management;

(e) Research into anthropogenic impacts on marine resources, and methods to mitigate these impacts;

(f) Research designed to improve the handling, processing, quality, safety, and utilization of marine aquaculture.
Qualifications
A Bachelor's Degree from an accredited college or university with major study in:

A: Biological sciences, agriculture, natural resource management, chemistry; or related disciplines appropriate to the position; or

B: Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education; or

C: Experience: Four years of experience that demonstrated that the applicant acquired knowledge and understanding of oneor more of the biological sciences, agriculture, natural resource management, or related discplines equivalent to that which would have been acquired through competion of a 4-year course of study as described in A above.

ECQ 5 - Buiding Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals

Professional/Technical Qualifications:

Responses to PTQs must not exceed 2 pages per PTQs for a total of 6 pages.

  • Senior level management experience that demonstrates administering a multi-faceted program in applied research on fisheries management, protected species conservation, or habitat conservation and restoration, domestically and internationally.
  • Experience demonstrating the ability in leading difficult marine based research science programs and policies in a politically charged environment as well as budget and financial planning, oversight and management.

Demonstrated executive level experience to interact with external stakeholders to build collaboration with communities to support science based decision making on natural resource conservation (e.g., scientist, the public, academia and other Federal agencies).

Security Clearance: Ability to obtain and maintain a Secret security clearance
