Navarro Research and Engineering is recruiting for an Environmental Specialist in Richland, WA.

This position will support Hanford Laboratory Management and Integration, LLC (HLMI). HLMI is located in Richland, WA, and operates, manages, and maintains the 222-S Laboratory a Hazard Category III Nuclear Facility for the Department of Energy. The HLMI members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).

Job Description:

Support and promote the HLMI Environmental Management System (ISO 14001). Provide technical expertise and operational support in regulatory areas pertaining to RCRA, TSCA, CWA, CAA, or NEPA. Identify opportunities for proactive improvement through routine assessments and participate in issue resolution. Comply with HLMI policies and procedures. Ensure ISMS and EMS Principles are incorporated into 222-S Laboratory activities.

Responsibilities:
  • Under minimal supervision, provide complex technical support for programmatic activities and permitting/field compliance.
  • Provide oversight to sampling/analysis, sampling, tracking, and disposal records.
  • Conduct more complex operations data collection and trending; coordinate submittal and/or prepare reports for program.
  • Provide environmental services to projects and operations; support environmental regulatory interactions.
  • Participate in regulatory determinations by staying abreast of new and changing regulations and providing comments to regulators/DOE as applicable.
  • Prepare and deliver environmental presentations and perform compliance and/or specialty assessments as requested; prepare technical documents or calculations as requested.
  • Develop and conduct training, contingency plan implementation, inspections.
  • Procedure development: author/own program plans and other procedures within the program as applicable.
  • Conduct procedure reviews and comment on Environmental and other HLMI procedures with content applicable to the program.
  • Ensure projects and operations achieve environmental compliance and stewardship.
  • Provide regulatory analysis and implementation strategies for new and changing regulations applicable to Tanks Farms operations.
  • Attend site-wide meetings; correspond with management, site contractors and regulators.
  • Oversight of subcontract administration activities.
  • May participate in development of strategies for permitting and compliance.
  • Other duties as assigned.

Requirements

Minimum Qualifications:
  • BA/BS degree in related discipline and 7 years of experience in the Environmental field or an engineering/scientific discipline, or an equivalent combination of education and experience.

Preferred Qualifications:
  • Working knowledge of air, water, and hazardous radiological waste environmental regulations and permits compliance and monitoring techniques and methodologies.
  • Knowledge/experience in working with government agencies, preferably with the US Department of Energy and the Washington State Department of Ecology Health, EPA, NRC.
  • Knowledge of Washington State environmental regulations and Federal regulations.
  • Experience with coordination and implementation of ISO 14001.
  • In-depth experience with field implementation of multiple environmental statutes.
