The State of Colorado is a national leader in addressing climate change and air pollution. The Air Pollution Control Division of the Colorado Department of Public Health and Environment has an opportunity for an individual to lead our economic analysis necessary for further development and implementation of measures to reduce greenhouse gas (GHG) and other air pollutants, and provide technical support on a variety of climate related issues.The Climate Change Program of the Air Pollution Control Division is recruiting for an economist to develop economic and cost-benefit analysis related to the development of GHG and other air quality measures of the Air Quality Control Commission (AQCC) consistent with the state Air Act and and the implementation of a GHG credit tracking system. Responsibilities include, but are not limited to the following: Prepare economic impact analysis, cost benefit analysis, economic forecasts and other related work to understand interests and needs, and to ultimately inform development and implementation of any GHG emission reduction strategies and programs.Support development of plans for stakeholder engagement and plans to solicit information to inform development of emissions control measures.This position also supports the development of GHG inventories, emission reduction strategies and emission reduction tracking activities.

This position may be filled at either an Economist II or III level.MINIMUM QUALIFICATIONSBachelor's degree in economics, environmental science or studies, sustainability, mathematics, public administration, or a related disciplineANDTwo or three years of demonstrated experience quantifying economic benefits and costs resulting from projects and policies.SUBSTITUTIONSAn advanced degree (Master's or Doctorate) from an accredited college or university in economics, environmental science or studies, sustainability, mathematics, public administration, or a related discipline may substitute for the experience on a year for year basis.ORSix (6) or seven (7) years of demonstrated experience quantifying economic benefits and costs resulting from projects and policies.In addition to the minimum requirements, the successful candidate in this position will have the following experience and competencies: Broad understanding of environmental economics, policies, strategies, initiatives, federal and Colorado regulations, trends and emerging issues regarding greenhouse gas emissions and other air pollutantsDemonstrated proficiency or prior research or employment applying models and using analysis software to analyze environmental and economic data and factorsAn advanced degree (Master's or Doctorate) from an accredited college or university in economics, environmental science or studies, sustainability, mathematics, public administration, or a related disciplineThe successful candidate will serve as a witness in Air Commission hearings and other settings, and will have excellent oral and written communication skillsStrong analytical skills with demonstrated ability to work independently applying a variety of technical skills and innovative thinking to solve complex problemsA team-player able to be flexible and work in a fast-paced, highly collaborative environmentCONDITIONS OF EMPLOYMENTA pre-employment criminal background check will be conducted as part of the selection process.Effective September 20, 2021, this position will require documented proof of full COVID-19 vaccination.
