Abt Associates seeks a qualified Senior Economist/Policy Analyst to support research and evaluation, technical assistance, data capture, and digital projects across a range of projects including water resources policy, regulatory analysis, climate, environmental policy and environmental justice and equity projects and programs. The candidate will apply general and specialized knowledge of principles and concepts of social, economic, and fiscal theory and analysis. Candidates should be willing to develop new business and direct and manage the planning, design, and implementation of technical project protocols and procedures. The candidate will serve as the primary client contact and translate client needs and/or objectives into specific deliverables.

Candidates should show experience with state and federal government agencies focused on environmental or natural resource management, such as: EPA, DOT, Army Corps of Engineers, Department of Interior and NOAA.

Key Roles and Responsibilities

Provide interdisciplinary support to various federal environmental or natural resource agencies such as: EPA, DOT, NOAA, Army Corps of Engineers, and/or Department of Interior.

Ability to provide support to state governments and non-profit organizations and foundations as needed.

Provide one or more of the following: natural resource economics; benefit-cost analysis, regulatory analysis; economic and fiscal impact assessment; social determinants of health; economic modelling; risk assessment and modelling; social science statistics; environmental policy; and policy/guidance development.

May assume a role in proposal efforts by preparing drafts of sections or leading proposal efforts.

Responsible for maintaining subject-matter expertise by publishing in peer-reviewed journals and/or by presenting at annual conferences and meetings.

Identify and recruit peer leaders and actively participate in the development and mentorship of staff.

Using standard economic theory, should contribute to the design of evaluations in a variety of ways, providing expertise on the risks and benefits of various approaches and models.

Using various economic analysis techniques, should bring a substantial toolbox of skills to the task of estimating the impacts of the projects, programs and policies that we evaluate in Abt studies. Arc GIS skills are also desirable.

Experience in project management and demonstrated ability to manage a diverse portfolio of projects.

Minimum Qualifications

Master's Degree + Thirteen years of relevant experience, or PhD + Eight years of relevant experience

The position offers an anticipated base salary of approximately $120,888 to $193,420 and may vary by ten percent depending on candidate geographical location. Salary offers are made based on internal equity and market analysis.
