Job Description
Role
Support all activities required for Clean Water Act and National Pollution Discharge Elimination System (NPDES) / Susquehanna River Basin Commission (SRBC) permit compliance. Support all activities required for dam safety compliance. Support all activities required for Emergency Planning & Community Right-to-Know (EPCRA) compliance. Provide technical expertise on water quality to facility EHS Director.
Duties & Responsibilities
· Provide assistance to facility EHS Director in obtaining water quality-related permits and maintaining compliance with those permits.
· Maintains a comprehensive knowledge of entire mill water balance
· Maintain a comprehensive knowledge of water quality related laws and regulations at all levels of government.
· Monitor real-time water compliance data and communicate progress or compliance concerns to mill personnel as needed.
· Assist facility EHS Director in developing the best response to new regulatory requirements.
· Communicate critical information to upper management, facility personnel and customers.
· Work with company management, legal counsel, facility personnel and other parties to develop legal and technical information for complex water quality projects.
· Manage and allocate resources for water quality projects including selecting and managing consultants, vendors and contractors in conjunction with the EHS Director.
· Provide leadership and guidance on environmental water issues both inside and outside the company.
· Manages dam safety regulatory requirements. These include annual inspections, underwater inspections, emergency action plans and regulatory remediation permitting requirements.
· Manages lagoon closure maintenance oversight. This includes groundwater testing, visual inspections and maintenance/reporting requirements.
· Manage EPCRA activities. This would include oversight of the PPC/SPCC/SPR Plan.
· Responsible for registered tank inspection program and required personnel training. This includes Underground and Aboveground Storage Tanks.
· Assist Waste Treatment Operations with trouble-shooting operational issues and cost reduction efforts.
· Maintain records and submit periodic reports/notifications, including those required by: Clean Water Act (NPDES DMR), SRBC, PADEP, EPCRA (Tier II), L&I Hazardous Substance Survey, Asbestos Notification
· Conduct internal audits to support Environmental Management System (ISO 14000 certification) and regulatory compliance
· Respond to environmental incidents/spills/releases on a rotating on-call schedule. This includes coordinating cleanup and preparation of information for regulatory authorities as needed.
· Accompany state or other regulatory inspectors for on-site inspections.
