Your Specific Responsibilities:

This is a Lead position performing onsite sewage treatment and disposal systems (OSTDS) section of Environmental Health to include application review and processing, site evaluations, permit issuance, and compliance inspections in all areas of the OSTDS program in accordance with Chapter 381, Florida Statutes, Chapter 64E-6, F.A.C., and the Environmental Health Program Manual DOHM 150-4. Primarily, this includes commercial and residential (OSTDS), OSTDS enforcement duties, inspecting septage pump trucks, septage treatment facilities, land application sites, and all other public health or environmentally regulated concerns. This position conducts compliance inspections and on-going monitoring, when required, to ensure that onsite systems are constructed, operated and maintained so as not to be a threat to the public health or degrade drinking, surface or ground water resources. Will serve as assistant training officer for the OSTDS program and train staff in proper procedures of issuing permits, inspections, knowledge of soil types, and use of equipment and legal aspects of enforcement. Will assist the Environmental Supervisor in making vital field decisions pertaining to the OSTDS program.

Review plans, evaluate, and make recommendations for the design of proposed and existing residential and commercial OSTDS; recommend issuance or denial of permits and prepare provisos and restrictions. Meet with property owners, engineers, and developers to facilitate design changes.

Serves as enforcement specialist for the OSTDS program to include complaint investigations, complaint investigation tracking, sanitary nuisance complaints, and septic tank contracting complaints. Enforcement duties include preparing reports, violation notices, and informal meeting notices, warning notices, and serving as the OSTDS program representative during enforcement meetings with Health Department legal staff.

Manage OSTDS service permit program. Duties to include service permit application reviews, facility and truck inspections, and service permit updating and tracking.

Assist supervisor with data collection and analysis, program planning, audit reviews, quality management, and any other duties as assigned by supervisor. Attends meetings, hearings, court appearances, educational conferences, and in-service training designed to maintain and improve professional knowledge and skills as assigned.

Serves as the Information Custodian of assigned information sets; maintaining the confidentiality of the information in accordance with state, and federal statutes, rules, regulations and Department of Health Information Security Policies, Protocols and Procedures, in accordance with Protocol: Security - 3, V, Sec 1-3.

Performs other duties as required such as inspecting regulated facilities where environmental and public health programs must be monitored, including performance of additional interpreter duties consistent with skill level, and as needed.

Required Knowledge, Skills, and Abilities:
  • Knowledge of all applicable state and local laws, regulations and ordinances pertaining to the physical requirements of regulated facility operations.
  • Be familiar with confidentiality law.
  • Be familiar with Florida Administrative Codes that deal with food service, migrant labor camps, biomedical waste, mobile home parks, and general sanitation for facilities, sewage disposal and potable water treatment.
  • Interpret laws and regulations related to violations and compliance.
  • Make inspections of facilities and determine if violations exist.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively verbally and in writing.
  • Ability to work independently.
  • Be able to handle documented evidence correctly for endorsement action.
  • Ability to operate required soil and auguring equipment, laser plane, Munsell soil chart, light meters, and thermometer.

Qualifications:

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):
  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering and two years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering; or
  • A master's degree from an accredited or university in one of the physical or natural sciences or engineering and one year of professional experience as described above
  • This position may require certification as outlined in Florida Statutes 381.0101 for either (1) Food Protection, or (2) Onsite Sewage Treatment and Disposal Systems (OSTDS), or (3) both Food Protection and OSTDS programs.
  • To qualify for certification, the incumbent must possess a minimum of a bachelor's degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, a physical or a biological science, or public health.
  • Valid Florida Class E, driver license.

Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Certification of Acknowledgement - This position is in compliance with and monitors compliance (when applicable) of the mandatory requirements in Section 215.422, Florida Statutes, and Chapter 3A-24, Florida Administrative Code.
