Position Summary
The Director of Strategy and Development plays a critical role for GOSR by leading the transition to becoming a permanent office. Reporting to the Executive Director, the Director of Strategy and Development oversees planning and development of the permanent office, the identification of and application to funding sources, and establishes a network of coordinating state and local entities. The Director will also facilitate communications and coordinate activities with peers across the agency including Policy, Operations, Housing, Research, Community Reconstruction and Infrastructure, Procurement, Legal, Systems and Finance.
Responsibilities include but are not limited to:
Oversee the new initiatives contributing to the development of GOSR as a permanent unit, including setting priorities and providing direction for the Project Management and Technical Advisory units.
Execute strategic directives from Executive Director
Assist in creation of strategic planning framework
Advise Executive Director on new program decisions, issues, and priorities
Define and drive agency-wide project design and establish sufficient internal support systems to ensure deadlines are met
Oversee efforts to identify new funding sources and to prepare and submit applications
Review agency-wide budget reports to make decisions on reallocation of funds, review reports with the Executive Director
Develop key metrics to assess and measure performance
Monitor and advise on strategic direction, performance, and operational risks
Qualifications:
Bachelor's Degree; advanced degree preferable
Minimum of 10 years of professional experience, 3 years of which must be in an advisory/senior management capacity
Experience in federal grant writing and resource development
Experience developing and advising on operationalizing program development strategies
Experience managing and/or developing a strong project management team focused on climate change, resiliency, affordable housing, or other related interventions.
Experience working with complex and/or ambiguous issues and applying judgments to those issues
Experience with disaster recovery programs, climate resiliency, and/or state/federal funding
Ability to lead a team, build a network, and establish oneself as a leader with external partners
Assess staffing needs, participate in hiring process, supervise and retain staff
Ability to handle a variety of constituencies, manage multiple tasks simultaneously and thrive in a complex environment with multiple priorities
Ability to work flexibly and collaboratively with internal and external partners
Exceptional communication and influencing skills
Personal integrity and sound judgment
Demonstrated passion for GOSR's mission and commitment to working collaboratively
Strong organizational, research, analytical, and oral and written communication skill.
Willingness and ability to travel within the State of New York as needed
Must be highly proficient in MS Office including Word, Excel, PowerPoint, and Outlook
