Job Description

The Hazardous Waste Specialist is responsible for coordinating and implementing the divisional hazardous waste program to ensure compliance with all federal, state, and local laws and company policies

Essential Duties And Responsibilities
  • Coordinates the proper storage, packing and disposal of laboratory wastes according to Department of Transportation (DOT) and Resource Conservation and Recovery Act (RCRA) regulations.
  • Schedules waste pick-ups and prepare paperwork according to DOT, RCRA regulations and Treatment, Storage, Disposal Facility (TSDF) requirements.
  • Operates and maintains on-site wastewater treatment system, including carbon polishing of PPM level solvent contamination and elementary neutralization.
  • Sample effluent for pH, volatile organic and metals contamination to comply with Publicly Owned Treatment Works license requirements (Industrial Use Permit).
  • Maintains waste disposal records (manifests, land ban forms, and certificates of destruction, POTW reports/documentation) in a stand-alone and legally defensible fashion.
  • Coordinate hazardous waste minimization program to meet regulatory requirements.
  • Conducts weekly inspections of satellite accumulation areas and all hazardous waste storage areas. Submits reports to area leaders, hazardous waste representatives, and Environmental Health and Safety (EH&S) Coordinator. Ensures corrective actions noted are completed.
  • Participates on the local safety committee as needed.
  • Packs drums for disposal (incineration).
  • Labpacks expired chemicals for disposal according to regulatory requirements.
  • Uses forklift to load full drums of liquid and solid waste for disposal offsite.
  • Trouble-shoot equipment used in Hazwaste disposal (if appropriate).
  • Coordinates spill response activities including documentation for waste storage areas.
  • Prepares monthly report on pending waste disposal projects and issues; submits to EH&S Coordinator.
  • Maintains proper housekeeping in hazardous waste cage/storage area to facilitate safe and efficient use by laboratory personnel.
  • Maintains and uses waste disposal equipment such as Rampactor, Vyleater, carbon bed system, and coordinates service in a timely manner to maximize availability.
  • Prepares monthly report on waste disposal costs and submits to EH&S Coordinator and accounting department.
  • Develops and maintains an up-to-date RCRA contingency plan for the hazardous waste cage/storage area.
  • Inspects and monitors supplies of personal protective equipment and spill control equipment on a monthly basis. Orders supplies when needed.
  • Coordinates timely disposal of soil samples, segregates to facilitate cost-effective disposal, ships back to client or on to a TSDF for ultimate disposal.
  • Segregate and crush non-hazardous glass and laboratory trash for disposal to commercial landfill.
  • Maintains inventory, orders when necessary and receives/stores empty drums for lab disposal of solid and liquid waste.
  • Prepares California Hazmat Tax Returns (licensing fees, waste generator fees, disposal charges, etc.). Requests checks for payment, and ensures timely delivery to meet all regulatory standards.
  • Serves on in-house Emergency Response Team.
  • Functions as Site Emergency Coordinator in absence of EH&S Coordinator under guidance of Corporate EH&S Director.
  • Additional duties as delegated by EH&S Coordinator (lockout/tagout, ergonomics, etc.)
  • Participates in professional associations dealing with waste disposal issues.

Qualifications

Basic Minimum Qualifications (BMQ): To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. The requirements below are representative of the knowledge, skill or ability required.

Education/Experience (BMQ)

Education: Associates degree in Chemistry or related field.

Experience: Minimum 1 year hazardous waste disposal experience.

Certificates And/or Licenses (BMQ)

DOT Hazardous material, CPR/First Aid, compressed gasses, spill response, fire extinguisher, respirator, laboratory waste disposal.

Ability And/or Skills (BMQ)

Regulations associated with RCRA, DOT, Title 22, OSHA Hazardous Waste Worker and other regulations pertaining to environmental health and safety compliance
