Overview:

Job Summary

The mission of the NJEDA's Economic Transformation Division is to accelerate the growth of New Jersey's economy with initiative implementation that will enhance the State's long-term economic competitiveness and establish New Jersey as a leader within high growth innovative strategic sectors, including life sciences and technology, transportation and logistics, clean energy, offshore wind, financial services and advanced manufacturing. The Venture Programs department delivers unique programs that will catalyze investment to create and sustain job growth in businesses within each of these key sectors.

EDA's Ecosystem Engagement Manager is responsible for shaping, and the Authority's efforts to accelerate, collaboration within New Jersey's innovation ecosystem. Core responsibilities for the job include: building strong relationships with key industry stakeholders, emerging innovation entrepreneurs, and public and private sector partners; building and overseeing the New Jersey Innovation Evergreen Fund annual auction process that will raise $300 million of investment capital; monitoring, enhancing and increasing the effective outcome of strategic commitments put forward to the benefit of New Jersey's innovation economy. In addition, leads and drives collaboration projects and supervises product officers and will have responsibilities related to career development of the direct reports in addition to delivering on the overall goals for the Venture and Innovation Programs teams.

Responsibilities:
Essential Duties and Responsibilities

  • Serves as the primary agent to encourage collaboration among priority stakeholders for the benefit of the innovation ecosystem in New Jersey, including interface among senior strategic and financial leaders at major employers in New Jersey with key industry participants and early-stage businesses to foster strategic engagement in the innovation economy.
  • Works in conjunction with Strategic Sector Development team to establish relationships with industry partners and leverages insights to develop, pilot, and scale initiatives and programs that grow the state's innovation ecosystem; these efforts may include: contributing to the development of issue-focused strategies and programs, identifying and engaging key companies and broader stakeholders, conducting quantitative and qualitative analyses, defining program implementation plans, impact metrics, budgets, etc.
  • Coordinates annual corporate tax credit auction marketing and operations for the New Jersey Innovation Evergreen Fund. Manages workflow, assignments, and status of applications for underlying team members. Leads a team of Officers / Sr. Officers and Specialists in reviewing applications. Manages process timeline, adherence to procedures, workflow efficiencies, liaisons with government partners, and implements best practices towards presentation to the Board for approval of awards and closing of funds.
  • Manage on-going dialogue as the primary liaison with the Evergreen Advisory board (to be established) and corporate tax credit purchasers to support regular cadence of interaction, strategic commitment compliance and to foster an increasing level of value-added engagement among the aforementioned groups and curate ongoing effective engagement between all parties to build a robust NJ Innovation community
  • Plays a leadership role in new and existing program development and initiatives, namely, the New Jersey Innovation Evergreen Fund Auction, including establishment of business processes, KPIs, marketing, policies, standard operating procedures in conjunction with Marketing, IT and back-office, and legal.
  • Acts as a primary point of contact and collaborates with other departments, such as Closing Services. IT, Accounting, and other government partners etc.
  • Establishes a standard training program and supervises the training of new hires on program guidelines and internal controls and keeps team updated on new policies and procedures. Shares best practices with other departmental managers.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer focused work environment among department, EDA staff and external customers and partners including federal, state and local agencies, with a focus on furthering the EDA mission
  • Represents department in providing stakeholder input on CRM related relevant fields, Program Dashboards, and applicable reports to IT and Product Owner.
  • Supports varying projects to advance the business goals of the Office of Economic Transformation as requested by the Director
  • Ensures department practices and processes are in compliance with EDA policies and guidelines and are consistently applied.
  • Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team.
  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative, and customer focused work environment among division, EDA staff and external customers.
  • Must complete annual and semiannual self-assessment as required.
  • Performs other duties and special projects, as assigned.

  • Exceptional interpersonal and presentation skills and the ability to effectively interface with a broad range of audiences including senior management, business and industry partners, as well as individual customers and prospects
  • Strong relationship management and networking skills with a proven track record of market making and attention to follow-up
  • Ability to communicate effectively both verbally and in writing; proficient in grammar, spelling, and editing and foster communications with business professionals and EDA staff.
  • Demonstrates a leadership and ownership mindset within the Venture Programs team and the board organization supporting the Director and EDA senior leadership
  • Consideration for setting and managing to established timelines
  • A proven track record of engaging with the New Jersey entrepreneurial community with ability to understand the business model for early stage technology companies and their specific needs
  • Ability to learn and understand EDA and State programs which support the innovation ecosystem
  • Strong work ethic, ability to be proactive and responsive in a team environment
  • Exceptional analytical skills with a keen focus on details and audit trails.
  • Must be able to maintain confidentiality and deal effectively and diplomatically with business professionals and EDA staff.
  • Demonstrates respectful behavior and promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.
  • Proficiency in Microsoft Office Suite and the ability to learn new software packages


Required Qualifications

Education and Experience Requirements
  • Bachelor's Degree, preferably in a relevant field such as innovation, business, economics, finance or policy
  • Master's degree, preferred
  • A strong track record of professional success
  • 7-10 years of practical business experience with significant exposure and credibility ( or) within a similar position in another related field
  • Experience in product development, public policy development and basic financial principles
  • Minimum of five years experience in a client-oriented work environment that required development and engagement with a broad professional network
  • Minimum of three years of program or product development or market engagement skills
  • Management/supervisory experience

Physical Demands
  • Occasional attendance at events outside normal working hours
  • Ability to work outside normal business hours, as needed

Travel
  • As necessary to events, meetings, businesses, etc.

Certificates and Licenses Required
  • License: Staff are required to possess a valid driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position
