The Lincoln Institute of Land Policy seeks to improve quality of life through the effective use, taxation, and stewardship of land. A nonprofit private operating foundation whose origins date to 1946, the Lincoln Institute researches and recommends creative approaches to land as a solution to economic, social, and environmental challenges. Center for Community Investment Overview
The Center for Community Investment (CCI) at the Lincoln Institute of Land Policy works to ensure all communities can unlock the capital needed to overcome disinvestment and ensure all people have what they need to thrive. We help communities set the stage for investments that advance their goals by helping leaders clarify local priorities, enlist institutions that could contribute to success, develop a pipeline of investments to achieve the vision, and change policies and practices to create a more supportive financing environment. We have a well-established framework and approach that community partnerships can use to mobilize investment capital to create opportunities for affordable housing, jobs, fresh foods, and other drivers of good health while making communities more cohesive, resilient, and environmentally sustainable in the face of climate change.
CCI is recognized for its expertise in bringing hospitals and health plans into the community investment system. During the multi-year Accelerating Investments for Healthy Communities (AIHC) initiative, CCI worked with six leading health systems to help them use their assets to deepen their investments in affordable housing and advance policies and practices that foster equitable housing solutions. Through subsequent programs, a national conference, numerous speaking engagements, and the development of a toolkit for health systems, CCI has shared its knowledge with the field. We continue to pursue opportunities to assist health institutions and their partners mobilize resources in service of health equity.
Health institutions such as hospitals, health systems, health insurers, and health conversion foundations have substantial assets that can be deployed to improve community health. Two trends are encouraging these health institutions to consider using these assets to become meaningful participants in the community development/investment world. First, awareness of the importance of the social determinants of health is growing and with it comes the opportunity to improve those determinants by investing in affordable housing, small business development, access to fresh food, etc. Second, health institutions are recognizing their potential for impact as anchors in their communities. As we have seen, leading health institutions have demonstrated the game-changing impact they can have on the community development ecosystem, investing millions of dollars, leveraging their balance sheets and their land, and mobilizing their skills and relationships to improve community health. CCI seeks to promote this participation, both by directly assisting health sector actors, as well as by working with community stakeholders to partner with health institutions to invest upstream.
We are seeking a creative, curious, and energetic self-starter with an interest and commitment to advancing racial equity and social justice to develop and manage programs and initiatives that engage health institutions in transforming the community investment system so that communities of color and communities with low incomes have the resources and opportunities their residents need to live healthy lives. Building on CCI's success and learning in this area to date, the Assistant Director will lead and support our efforts to identify partners, create materials, foster networks, and run programs that lay the groundwork for health institutions to use their resources to advance community investment priorities. CCI's efforts seek to promote change by working directly with health institution staff as well as with community organizations and leaders who can elevate community concerns and priorities to potential health sector partners.
The Assistant Director will be part of the Partnerships and Learning team. The team is responsible for developing and managing programs and partnerships that extend CCI's Capital Absorption Framework to new communities and types of institutions. The Assistant Director will be responsible for programs that target, directly or indirectly, increasing the flow of resources from health institutions to the community investment system with a goal of improving health equity.
This is a full-time position in Washington, DC, COVID permitting, @ 37.5 hours/week reporting to the Director of Partnerships and Learning. This position is temporarily remote; Washington, DC location is preferred; other locations may be considered.

What You'll Do - Initiate and Manage Partnerships and Programs
• Maintain and extend CCI's network of health leaders working on upstream investment
• Identify and structure collaborations to support action by potential partners (e.g. intermediaries and/or associations of housing developers, community development financial institutions, foundations, community development corporations, health insurers, hospitals, etc.) that could influence health systems and institutions to invest upstream in a racially equitable and community-driven manner
• Coordinate with team to propose, design, and execute programs geared to the strengths and interests of potential partners and participants, including curriculum development, coaching, technical assistance, and network weaving
• Coordinate among and provide guidance and oversight to consultants, CCI staff, and partners as they implement health sector programming
• Ensure operational excellence in program implementation, including budget development, contracting, and relationships
• Support other programs and activities led by the department
• Participate in and support the department's culture and practice of learning and evaluation across programmatic activities
• Regular domestic travel will be required up to 30-40%, COVID permitting
What You'll Do - Support Field Building
• Consolidate and package content and curriculum modules for use in other CCI programs and by external partners
• Help advance the Center's learning and influence agendas, including sharing learnings and developing partnerships with complementary programs and funders
• Help expand CCI's network
What You'll Do - Contribute to Organizational Success
• Help create a shared vision for community investment leadership that incorporates program design, recruitment, implementation, evaluation learning, and network support
• Represent CCI and share achievements and learning with practitioners, funders, CCI's project advisory committee, CCI advisors and Lincoln staff and board as requested
• With CCI's Executive Director, participate in fundraising efforts, funding proposals and funder reporting
What You'll Need
• Bachelor's degree, Master's degree preferred
• Minimum 7-10 years of relevant professional experience in community development/investment, affordable housing, and/or social determinants of health; direct experience in the healthcare sector is a plus
• Experience navigating decision-making processes at large institutions such as hospitals, health plans, or banks
• Strong skills in project management, writing, and communications
• Strong presentation skills
• Strong problem-solving skills
• Strong interpersonal skills, including cultural competence and sensitivity to diverse perspectives and experiences
• Flexible and adaptive approach with the ability to routinely juggle multiple competing priorities and work in teams
• Microsoft Office, including Outlook, Word, Excel, PowerPoint; Google Docs
• Familiarity with core concepts and frameworks used at CCI including adaptive leadership, results-based accountability, capital absorption, community development is desired
