Environmental, Health, and Safety Technician

Job Description
Status: Exempt
Location: Candidate ideally located in upstate New York (Albany, Syracuse, or Watertown area). Other NY locations may be considered.

Position Overview:
Reporting to the EHS Manager, the EHS Technician will support Central Rivers Power (CR) compliance with applicable local, State and Federal environmental, health, and Safety regulations. The EHS Technician will evaluate, develop, plan, implement and maintain EHS compliance programs for all CR hydroelectric generation assets.

Responsibilities:

Safety

• Implement, and enforce safety programs, policies, and procedures related to the energy generation industry in accordance with OSHA regulations
• Administration of regional, OSHA required, safety training and tracking completion
• Perform regular onsite audits to ensure compliance objectives are being met, assess risk, and to identify unsafe conditions
• Investigates accidents and injuries and provides root cause analysis
• Develop site specific integrated contingency plans
• Identifies and tracks completion of safety related corrective actions
• Maintains injury /illness logs
• Establish regional monthly safety committee meetings
• Provide assistance in management of workers compensation claims
• Provide oversite and guidance on safety to Operations team
• Track and monitor PPE costs
• Identify opportunities for continuous improvement
• Strong understanding of regulations pertaining to hydro electric generation including but not limited to Arc Flash, electrical safety, LO/TO, and confined space

Health

• Assist in management of workers compensation claims
• Assist with administration of Return-to-Work program
• Administration of Covid-19 - Policy

Environmental

• Coordinates, plans, develops, schedules, implements, and evaluates regulatory and non-regulatory mandated environmental programs. Acts as a central control point, at the regional stations, for all environmental activities and procedures
• Administers, maintains, and helps develop site specific federal and state compliance programs for environmental regulations, e.g. Resource Conservation Recovery Act (RCRA), Spill Prevention Control Countermeasure Plan (SPCC), Waste Analysis Plan, National Pollution Discharge Elimination System (NPDES), Underground Storage Tanks (UST), etc.
• Acts as liaison and prepares responses to federal and state audits and related local agencies (EPA) concerning environmental inspections and issues at the facility. Interfaces with and provides notification to local agencies and community
• Samples and coordinates disposal of all CR waste (Hazardous waste, universal waste, used oil, etc.)
• Assists in development of annual SARA Tier II reports
• Assists in coordination of abatement and disposal of hazardous materials (asbestos, lead, etc.)
• Assists in registration of and compliance with applicable AST rules and regulations
• Identifies and arranges for and/or trains personnel requiring hazardous materials/waste training. Specifies training and requalification levels for each job requirement, e.g. SPCC, RCRA, Hazardous Waste Management, Employee Right-to- Know, etc.
• Coordinates and oversees site specific sampling and testing requirements for National Pollution Discharge Elimination System (NPDES) monitoring reports and program compliance
• Oversees and compiles underground tank level measurements, records data, and provides loss/gain reconciliation to comply with tank management programs/regulations
• Oversee any requested Environmental site assessments or follow-up actions after an assessment is performed
• Reports oil spills to state and federal agencies
• Supports facility permit requirements and updates of SPCC, SWPPP, NPDES, and others
• Knowledge of local and state regulations

Experience:

• Bachelors in EHS and/or 3-5 years' experience in EHS field
• Must be a self-starter and able to manage workload and have the flexibility to change as conditions change without day-to-day oversight or management
• Knowledge of the hydro power generation business is a plus
• Excellent verbal and written communication skills
• Knowledge of proper waste stream handling and water sampling techniques desirable
• Travel: 30% within region, travel to support EHS in other regions as needed
