Purpose/Introduction

The Environmental, Health, Safety & Security (EHS&S) Department manages our environmental performance, assures regulatory compliance and drives Our Journey to Zero, the company's blueprint to achieve our goal to eliminate events that could inflict serious-or even fatal-injuries to employees or contractors, or result in severe process safety events. #HPCP

Responsibilities

  • This position serves as a subject matter expert in air compliance and provides expertise in applicable federal, state, and local air regulations as they relate to Company operations/maintenance and develop compliance strategies for the same.
  • Provide support for NSR/Title V permitting activities
  • Evaluate new projects to identify environmental needs and requirements
  • Work with regulatory agencies with respect to audits, investigations, emission events and other enforcement matters.
  • Provide day-to-day environmental oversight and expertise for the unit on environmental compliance and permitting matters
  • Gather data for environmental compliance reports, general enforcement issues, metrics and performance tracking. Prepare and submit these reports in a timely manner to meet the internal corporate and external regulatory required deadlines.
  • Preparing impact review and implementation of regulatory changes including advising and leading the necessary efforts to integrate the new requirements with the affected plant organizations
  • Participate in the Management of Change (MOC) process to ensure environmental regulations are addressed and attend the MOC evaluation meetings.
  • Conduct environmental inspections/audits to ensure activities/conditions are consistent with CPChem policies/procedures and comply with federal, state and local regulations.


Required Qualifications

  • Bachelor's Degree or higher in Engineering or Science.
  • 5+ years of experience in Texas and Federal air regulations, permitting and compliance.
  • 5+ years of experience in working within a chemical plant environment.
  • Knowledge and understanding of the manufacturing units and processes to which the regulations and requirements must be applied. Must understand the interaction between State and Federal regulations.
  • Proficiency in understanding and communicating the technical aspects of complex environmental laws and regulations, including but not necessarily limited to the following: MACT (EMACT, Boiler MACT, Rice MACT, etc..), and NSPS (DDD, VV, IIII etc..) standards and TCEQ Reg V, Reg VII and HRVOC.
  • Working knowledge of NSR and Title V permitting.
  • Ability to effectively communicate, interface and negotiate at all levels of the organization is essential.
  • Self-motivated (operating with minimal day-to-day work direction) with excellent written and analytical skills.


Preferred Qualifications

  • Bachelor's Degree in Chemical Engineering.
  • Chemical plant experience in ethylene and polyethylene processes.
  • Experience in developing systems to ensure sustainable compliance and drive efficiencies in environmental compliance requirements.
  • Experience and/or Knowledge Stack Vision (environmental management system).
