Leidos has an opening for an Environmental Scientist specializing in Hazardous Waste Management. The Environmental Scientist will execute the evaluation and planning requirements within the Waste Management Section of the Environmental Services Directorate of the NASA Environmental and Medical Contract (NEMCON). The primary work is in support of the contractors and activities conducted at the Kennedy Space Center (KSC), but also supports the United States Space Force (USSF) in a limited capacity at both the Cape Canaveral Space Force Station (CCSFS) and Patrick Space Force Base (PSFB).
This position ensures KSC and the USSF are in compliance with all Federal, State, and local (NASA, or USSF) regulations pertaining to waste regulated under, but not limited to, the Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT), and Toxic Substance Control Act (TSCA). Duties/Responsibilities:
Education and Experience:
- Studies, analyzes, and evaluates complex environmental problems. Applies scientific knowledge or chemical, civil, mechanical, or other engineering methods to prevent pollution; develop solutions to existing environmental problems; and predict possibility of future environmental pollution.
- Reviews, evaluates, and interprets Federal, State, or Local environmental regulations. Determines the applicability and impact on Cape Canaveral
- Spaceport environmental programs and identifies compliance requirements.
- Develops contract requirements necessary to conduct specialized environmental studies, reports, and initiatives related to waste recycling/treatment/disposal, contamination investigation, remediation, and innovative and alternative environmental technologies.
- Coordinates shipments of various types of waste materials for disposal and/or recycling in accordance with applicable regulatory requirements (DOT, RCRA, TSCA, etc).
- Functions as signatory on hazardous waste manifests as an authorized agent for government facilities.
- Manages waste storage and accumulation areas, including hazardous waste Transfer, Storage, and Disposal Facility (TSDF), in accordance with applicable regulatory requirements.
- Functions as Site Supervisor for post-emergency spill cleanup activities in accordance with OSHA HAZWOPER requirements.
- Prepares environmental reports or studies detailing types and causes of pollution and probability of future environmental problems. Prepares procedures, handbooks, and internal operating instructions to establish guidelines for meeting general environmental compliance objectives.
- Maintains work area in a clean and orderly condition. Ensures safe operating, proper management of by-products, which may include hazardous wastes, resultant from workplace activities. Specific responsibilities may include proper waste segregation, containerization, handling, and responding to emergencies in a manner consistent with Company policies/procedures and site-specific workplace instructions.
The ideal candidate will be trained and certified in the following areas, or obtain training and certifications within time frames listed below:
- Bachelor's degree in Engineering or Environmental, Physical, Biological Sciences, or related field, and five years of related experience.
- Requires knowledge of Federal, State, and local regulations and rules regarding waste management (hazardous waste, universal wastes, PCBs, asbestos, biomedical, DEA controlled substances, etc), transportation (DOT), and emergency response and post-emergency response cleanup from releases of hazardous substances (OSHA HAZWOPER).
- Requires the use of mathematics and the ability to read, analyze and understand written information including regulations and communicate effectively, verbally and in writing, where information includes precise data and terminology, possibly of a confidential nature.
- Ability to use standard computer applications plus common computer peripherals and office equipment, as applicable, (e.g. spreadsheet, word processing, database, presentation, E-Mail, project scheduling/status, Internet search, printers, phones, fax machines, copiers, etc).
- Experience using field communications equipment and specialized test and measurement equipment/applications associated with the specific work discipline (e.g., two-way radios, cellular phones, beepers, chemical testing equipment, bar code scanners).
- DOT HAZMAT employee (49 CFR 172 Subpart H) within 90 days of employment and biennially thereafter (Employer trains more frequently than required per federal regulations).
- RCRA Hazardous Waste/TSDF worker (40 CFR 264.16 and FDEP Operating Permit) within 6 months of employment and annually thereafter.
- OSHA HAZWOPER (29 CFR 1910.120 (e) and (p)) immediately upon employment and annually thereafter.
Must be able to pass a Public Trust background investigation. Must be U.S. Citizen or U.S. Permanent Resident due to length investigation for non-U.S. personsPay Range:
- Demands of work assignments require some physical exertion such as climbing, walking, stooping, as well as, other more specific, but common, characteristics such as use of personal protective equipment.
- Normal work environment may involve moderate risks and discomforts requiring some special precautions such as participating in spill cleanups, hazardous waste shipments and field assessments for environmental impacts.
- Must thrive in a team atmosphere and effectively work with all levels of employees. General office environment may require minor lifting and bending.
- Complies with all Company safety policies and site-specific safety procedures. Participates in and supports the Company safety program. Ensures safe operating conditions within area of responsibility. Identifies potential hazards, concerns, and safety incidents and reports to supervisory personnel.
