SAIC is seeking a Policy Analyst Principal to support US Navy Environmental team (OPNAV) in Washington DC.
Note: This position is primarily flexwork/remote/work from home position. Preferred home of record in the DC Metro area for local travel. Percentage of travel is less than 10%.
JOB DESCRIPTION:
This position provides remote support for OPNAV N4I5 efforts relative to providing policy analysis and expert technical support to the Navy's Environmental Compliance goals including reviewing legislation, regulations, and Executive Orders related to ashore and afloat environmental issues. Typical tasking includes drafting and reviewing policy to incorporate revisions to applicable laws and regulations, evaluating compliance, and identifying strategy options for government decision makers. OPNAV N4I5 requires support in a wide range of issues and areas of expertise of both shore and afloat environmental areas of expertise.
Compliance issues concern Clean Air Act, Clean Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Toxic Substances Control Act, Emergency Planning and Community-Right-to-Know Act, Oil Pollution Act 1990 and Comprehensive Environmental Response, Compensation and Liability Act/Superfund Amendments and Reauthorization Act.
Other programs of interest include the Munitions Rule and Ocean disposal of munitions, Navy On Scene Coordinator program, Federal and State laws and regulations, International, European Union, and foreign national environmental laws and regulations, Final Governing Standard (FGS) and Overseas Environmental Baseline Guidance Document (OEBGD) compliance requirements, Environmental Management System and Compliance Audits, Executive Order compliance and Notices of Violation and Significant Non Compliance/High Priority Violations/Serious Violators.
Afloat issues/programs include the following: Shipboard oily and non-oily waste treatment systems, Uniform National Discharge Standards Program, Shipboard marine coating usage, Shipboard solid/hazardous/medical waste management, Oil and hazardous substances spill prevention, contingency planning, and response, Ship to shore interfaces for ship generated waste management, Protection of marine mammals and endangered species, Environmental Information Management System, Protective Measures Assessment Protocol and Sonar Positional Reporting System, Interagency Marine Debris Coordination Committee, NATO Specialist Team - Energy, Efficiency, and Environmental Protection, Maritime Environmental Protection Committee and Design and Engineering Subcommittee of the International Maritime Organization, and International, European Union, and Foreign national environmental laws and regulations.

Qualifications
REQUIRED EXPERIENCE AND CLEARANCE:
- Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience.
- Graduation from an accredited college or university with a Bachelor's degree in a related field such as Environmental Policy and Studies, Economics, or Business.
- Ability to apply qualitative analysis and strong written/oral communication skills.
- At a minimum, 5 years of experience in environmental policy.
- Candidate must be a US Citizen.
- Must possess an Active DoD Interim Secret security clearance to begin employment (must be able to obtain Secret)
DESIRED EXPERIENCE:
- Excellent writing, communication, interpersonal skills with a self-starting attitude, team-player, and flexibility.
- A fast-learner and high degree of initiative, and attention to detail is expected.
- Environmental Law education/experience.
