Job Description:
The Quantitative Survey Project Manager will be tasked with managing large-scale and national surveys in support of NOAA Fisheries. The selected candidate will work with a team of data scientists, statisticians, and external survey administrators to set up, launch, and monitor surveys, and to resolve issues as they arise. Clear and proactive communications is critical to this role.

The Quantitative Survey Project Manager will be tasked with managing large-scale and national surveys in support of NOAA Fisheries. The selected candidate will work with a team of data scientists, statisticians, and external survey administrators to set up, launch, and monitor surveys, and to resolve issues as they arise. Clear and proactive communications is critical to this role.
RESPONSIBILITIES
- Work with a team to implement a national mail survey and monitor pilot project research designs
- Design and test survey instruments, or refine questionnaire specifications
- Oversee development and implementation of survey system to track survey respondents
- Assist in the quality control checking of data sets for project reporting
- Review protocols documents for compliance with project protocols
- Manage data collection operations
- Establish and monitor quality control protocols
- Assist in quality control of sample files
- Prepare client reports, presentations and deliverables
- Manage project budget and progress
- Provide technical support for and assistance with the monitoring of data collection and quality assurance activities of subcontractors
- Write data collection manuals, training materials, progress reports and other regular reports
- Present research findings that further the knowledge base of survey research
Required Skills:
- Must be able to obtain a Public Trust Clearance
- Graduate Degree in a social science field such as Sociology, Psychology, Political Science or other social science related field
- At least 8 years of experience administering large-scale surveys; preferably mail surveys
- Knowledge in quantitative and survey research methodologies
- Address Based Sampling survey experience
- At least 5 years of SAS experience
- Research-oriented background, data analytical skills, and a proven track record for identifying and solving problems
- Strong interpersonal and writing skills
- Detailed oriented
Desired Skills:
- PhD degree is a plus
- Fisheries knowledge is a plus
