National Environmental Policy Act (NEPA) Lead

Western EcoSystems Technology, Inc. (WEST), a dynamic medium-size consulting firm with offices across the United States (US), is looking for a National Environmental Policy Act (NEPA) Lead to coordinate and provide oversight for WEST's existing NEPA work, and to develop and grow the NEPA practice group. Location of the position is flexible depending on the qualified applicant; however, preference will be given to an applicant based out of one of WEST's existing western US offices.

Job Summary:
Ideal candidates will have a strong understanding of the NEPA process, and significant experience in preparing both Environmental Assessments (EAs) and Environmental Impact Statements (EISs) for the Bureau of Land Management, US Forest Service, Western Area Power Administration, Bonneville Power Administration, and/or US Fish and Wildlife Service. The ideal candidate will also have experience and expertise in environmental consulting, state environmental review (e.g., Washington Energy Facility Site Evaluation Council, Montana Environmental Policy Act, etc.), project planning and management, permitting under the Clean Water Act, as well as consultation under Section 106 of the National Historic Preservation Act and Section 7 of the Endangered Species Act. The successful candidate will have the opportunity to lead and expand our NEPA services as an integral part of the WEST team and structure. As such, demonstrated historical success in developing new business and managing/leading teams is critical. Although this candidate will focus on NEPA, opportunities to support other WEST service offerings will also be available, based on the candidate's background and areas of interest.

Responsibilities include:

• Provide strategic input and leadership to WEST staff on growing and expanding our NEPA efforts within the US.
• Provide oversight and senior advice to staff working on NEPA projects and develop and lead additional NEPA work.
• Maintain productive and mutually beneficial working relationships with clients and partners and actively promote new business development efforts with an emphasis on NEPA projects.
• Prepare scopes of work, budget estimates, and respond to proposal requests.
• Direct multi-disciplinary teams in completing environmental reviews for small, medium, and large-scale projects.
• Coordinate with local/state/federal agencies, tribes, and the public in support of client-directed project work.
• Both direct and prepare various sections of both EAs and EISs.
• Provide training, mentoring, and coaching to members of the NEPA team.
• Perform quality checks to ensure agency, WEST, and/or client standards are met.
• Develop significant portions of presentations and direct public facilitation.
• Help maintain WEST's position as thought leaders in the energy or water resource planning markets.

Location: flexible but with preference for relocation to one of our existing western US branch office locations (Corvallis, Oregon; Cheyenne or Laramie, Wyoming; Albuquerque, New Mexico, Fort Collins, Colorado; Bismarck, North Dakota; or Bozeman, Montana)
