Definition:

Under the general supervision provided by the Water Resources Manager, organize, coordinate and manage the implementation of water conservation programs identified in the City's Water Efficiency Master Plan, Sustainability Plan, Climate Action Recommendations Report and Envision Longmont Multimodal and Comprehensive Plan. This position will collaborate with the Sustainability Program to coordinate outreach and program development, as well as work with other City department and division representatives, local and regional water conservation groups, educational institutions, and other stakeholders to achieve successful implementation of Longmont's water efficiency master plan while incorporating the city's sustainability goals and objectives. The position requires coordinating with and providing direction and support to administrative, professional, and technical positions in various City departments and working with citizen advisory boards and diverse groups in the community.

Principal Duties:

In conjunction with and under the direction of the Water Resources Manager, the position will coordinate, implement, and track the results of the strategies identified in the Water Efficiency Master Plan while incorporating various other related strategies in the Sustainability Plan and Envision Longmont in accordance with the goals, targets, timeframes and other factors outlined in those plans, including: Manage indoor and outdoor water efficiency strategies outlined in the city's water efficiency master plan. Implementing efficient water strategies in concert with Natural Resources and Planning and Development Services with a focus on addressing land/water use nexus. Apply a sustainability lens and coordinate with other sustainability programs in the holistic application of water efficiency with other City programs. Work with consultants, staff, city council, boards and the public to manage updates of the Water Efficiency Master plan as necessary. Track and report outcomes of water efficiency through the Longmont Indicators dashboard and other coordinated venues. Coordinate water efficiency audits and reporting with other city divisions. Assemble data for and complete water efficiency reporting for the State water efficiency data portal. Work with Sustainability and Community Services to prioritize equity in program development and implementation. Partner with data analysts, communications and customer service staff to identify and implement water conservation opportunities with AMR technology. Participate with and act as the City's liaison to water conservation organizations such as Colorado Waterwise, regional drought coordination efforts and the CO Land Use and Water Alliance. Research and maintain a working knowledge of best practices that are appropriate for the Longmont's diverse community to address water conservation, climate change and sustainability. Work with the Sustainability staff to incorporate water conservation principles and practices into the Sustainable Business Program, as well as SOLL and other residential and neighborhood-based programs. Work with Longmont Power & Communication's Key Account Manager to identify opportunities to integrate residential and commercial water and energy conservation programs. Coordinate with internal and external partners to increase education around demonstration Colorado-scape and water wise gardens. Organize and present information at meetings, workshops, training sessions, etc. Prepare reports and written analyses for review by City departments, advisory boards, City Council and the public. Aid in identifying sources of funding and financing mechanisms to support and incentivize water conservation programs. Periodically attend City Council and other board and commission meetings and make effective presentations as needed. Ensure that staff follows applicable safety policies and procedures and that work is done in accordance with all local, state or national safety codes and requirements. Develop, support, and enhance cooperation and trust within the division in pursuit of Department and City organizational goals and missions. Demonstrate ability, experience or understanding of intercultural communication, cultural sensitivity and ability to interface with diverse communities. Demonstrate behavior that sets a positive example for integrity, respect, fiscal responsibility and professionalism. Support the City and Department values, goals, objectives and business strategies. Working Environment:

Work is generally performed in a standard office environment. Periodic after hours work is required for meeting attendance. Ability to sit for long periods of time. Ability to communicate verbally using telephones, presentations and through interpersonal communication.

Qualifications:

Education and experience equivalent to a Bachelor's Degree from an accredited college or university with major course work in sustainability, environmental engineering, environmental studies, public administration, or related field. Course work or experience in environmental engineering, statistical analysis, communications, GIS, or public administration are desirable.

At least one year of experience working in local or regional governments' water efficiency programs or related work experience for other organizations that have developed and implemented water conservation programs and strategies, and relevant experience working on projects or programs that required involvement of stakeholders with varying interests, concerns, and backgrounds. Examples of relevant experience include having a significant role in contributing to, directing or managing projects or programs that included one or more of the following: Development and implementation of water efficiency and sustainability goals and policies, strategies, and programs to achieve those goals; Financial or technical analyses of policies, projects, programs, preferably with an emphasis on water efficiency; Community outreach and education on water efficiency related topics; Application of sustainable development principles. Special Qualifications: Bilingual (English/Spanish) proficiency desirable.
