Purpose
Assists the Facility Environmental Manager in assuring compliance with all federal, state, and local environmental regulations, including but not limited to air quality, land and water pollution control, and hazardous & solid waste management.
Key Responsibilities

A. Air Permits (Title V)
Compiling and assist with documentation demonstrating compliance with substantive and record-keeping requirements (including compliance with all MACT requirements, i.e. SSM plan, work practice, calibrations/inspections, etc.) Assist with annual emission inventories Working with plant personnel to verify control measures are being incorporated Assist with reporting compliance status with all permit conditions. This includes annual and semi-annual reporting to state and federal Agencies. This also includes building and modifying spreadsheets (forms) to meet these regulated requirements Assist with compliance testing (source testing of emission units, RCO catalyst) as required by the air permit Training & certification required to comply with air pollutant (opacity) limitations
B. Storm Water Pollution Control
Assisting with continuous compliance with stormwater permit requirements Assisting with the implementation of SWPCP Ensuring that routine inspections are properly conducted Assisting with stormwater sampling and control measures with assigned plant personnel Assuring results are in compliance with state/federal permit conditions if not, coordinating control measures Filing records and tabulating data Ensuring adequate employee spill prevention and response training and documentation
C. Drinking Water
Assisting with sampling and analysis for many types of potential contaminants If the analysis is out of compliance, being involved in correcting the problem Assisting with records, compiling, and tabulating data
D. Waste Water Discharge Monitoring & Requirements
Assisting with permit required sampling and control measures with assigned plant personnel Assisting with routine inspections and monitoring Assuring results are in compliance if not, coordinating control measures Assisting with records, compiling, and tabulating data
E. Spill Prevention, Control, and Countermeasure Plan
Assisting with implementation and updating of SPCC Plan Ensuring that routine inspections are properly conducted Ensuring adequate employee spill prevention and response training and documentation.
F. Hazardous/Solid Waste Management
Hazardous waste determinations Inventories of all hazardous chemicals used and waste streams Sampling and analysis of materials to identify compliance status Record keeping and inventories to verify generator status Assisting with proper disposal methods Training & certification required to comply with hazardous materials
G. Landfill
Assisting with permit required monitoring, sampling, and reporting for landfills Assisting with records, compiling, and tabulating data.
H. PCB's
Assisting with required routine inspections of PCB equipment Maintaining PCB related files
I. Other Environmental Projects
Daily, monthly, quarterly, semi-annual and annual record keeping and reporting for environmental compliance Maintaining up to date plans (SWPCP, SPCC, Landfill, MACT, etc.) Miscellaneous sampling projects for compliance status Environmental ObservationsMaintaining environmental files Visual observations of company property to ensure appropriate material management Maintaining environmental files Assist with the EMS Program Schedule and conduct meetings with the EMS team Conduct audits of SOP's and note changes or updates

- Assisting with environmental compliance at company facilities
- Compiling and managing records for compliance
- Relies on independent judgment in relation to compliance issues
- On-site visits to company facilities
- Relieves facility environmental manager
- Directs and supervises plant personnel in environmental issues
- Collaborates with plant personnel to verify control measures are being incorporated and routine monitoring is being completed
- Inventories and disposal of waste
- Assisting state (DEQ) & federal (EPA) regulators during plant site inspections
- Continuing education and certification required to comply with environmental law and regulations
- Miscellaneous sampling projects and training programs
- Successfully and timely complete projects and reports to be reviewed by the Facility Environmental Manager
- Work on multiple projects simultaneously, with unexpected interruptions, and maintain a timeline for completion of the projects

Requirements
- B.A. or B.S. in Environmental, Engineering, Math, Science and 0-2 years related experience
- Strong attention to detail skills
- Ability to work well with all levels of management from plant manager to hourly employees
- Certified to read opacity via Method 9
- Certified in Hazmat
- General understanding of how to respond/react to spills, upsets, and deviations
- Excellent listening, written and verbal communications skill
- Proficiency in Word and Excel
- Ability to work in and maintain a highly functional team environment
