The American Association of State Highway and Transportation Officials is currently hiring a Program Manager for Environment, a full-time position located in our Washington, DC office.

Nature of the Position:

The Program Manager for Environment manages technical and policy activities related to environmental issues, under the supervision of the Program Director for Environment.

The Program Manager for Environment monitors, gathers, synthesizes, and communicates information on environment transportation policy, legislative, regulatory and technical matters to the members of AASHTOs Committee on Environment & Sustainability and four subcommittees. The incumbent should have knowledge and direct experience in transportation and environmental policy including NEPA, Clean Air Act, Clean Water Act, Endangered Species Act, and other relevant laws and regulations.

In performing the above responsibilities, the incumbent provides staff support to the Committee on Environment & Sustainability (CES), the CES Steering Committee, and assigned Subcommittees and working groups, as well as the Center for Environmental Excellence Technical Working Group. The incumbent is responsible for coordinating preparations for committee, subcommittee, working group and technical working group meetings including preparation of meeting agendas, dissemination of meeting materials and oversight of meeting logistics. The incumbent prepares presentations, background papers, memos, issue briefs, and provides coordination for member and staff testimony on environment subjects.

The Program Manager for Environment will be responsible for oversight and management of assigned tasks through the Center for Environmental Excellence including managing budgets, consultants and contractors, and ensuring on-time completion of task deliverables. The incumbent will develop and maintain relationships with individuals and organizations in the environment/transportation community, including associations, individual companies, and government agencies.

Position Requirements:

The successful candidate will have a minimum of seven to ten years of progressively responsible, professional experience in the transportation or environment sector; with a focus on transportation policy and environment issues. Prior experience in project management is highly desirable. Bachelor of Arts or Science degree is required. Evidence of a higher degree of professional development, such as postgraduate education, is highly desirable.

The candidate must have excellent organizational, written and oral communication skills as well as the ability to conduct research. In addition, they must have a broad understanding of the federal legislative process, surface transportation policy, regulations, procedures, and practices. Experience in environmental policy, state transportation responsibilities, and program and project delivery is preferred. Project planning, budgeting, and management skills, including familiarity with contracts administration and financial reporting is required. The candidate must have the capability to effectively and strategically plan and organize activities, and work independently to achieve desired results. Plus, the ability to recognize and conceptualize problems and apply logic in developing solutions, as well as the ability to contribute in a team environment, are also necessary. The incumbent must have the ability to work well under pressure and meet deadlines. Incumbent may travel up to 20-30 days per year.
