The Marine Operations Superintendent is responsible for the personnel, business, and stakeholder management of all vessel operations and logistics conduct at the University of Hawaii Marine Center.

Supervises officers, crew, and shore-based staff who manage the day to day operation of the Marine Center servicing UH and the greater academic research fleet. Responsible for the home port of the R/V Kilo Moana located on a six-acre facility with piers, warehouses, laboratories, and offices in the heart of Honolulu Harbor.

Responsible for all duties associated with Facility Security Officer and Designated Person Ashore.

Requires adherence to International Maritime Organization (IMO), American Bureau of Shipping (ABS) and all regulatory requirements for the research vessels and facility.

Ensures that all vessels are operated in strict compliance with the United States Coast Guard (USCG), American Bureau of Shipping (ABS), University-National Oceanographic Laboratory System (UNOLS), Port of Honolulu, and all other applicable regulations.

Requires flexibility and being on-call and response 24 hours a day, 7 days per week (24/7) as required in support of UHMC operations. Foreign and domestic travel is required in support of operations. May require spending time at sea.

PRIMARY QUALIFICATIONS:

Must be a US Citizen and possess a valid US passport (minimum six (6) months prior to renewal).

EDUCATION/TRAINING: Bachelor's Degree from an accredited four (4) year college or university in Marine Engineering, Marine Science, Business Administration, Management, or related field.

EXPERIENCE: At least ten (10) years of experience in the operation or management of vessel(s), including at-sea experience. Experience must include at least five (5) years in senior management role or supervisory experience.

ABIL/KNOW/SKILLS: Broad knowledge and understanding of practices, principles, and theories applicable to marine operations and maritime field. Strong research, analytical, and technical skills that evidence the ability to perform extensive inquiry into a wide variety of significant issues and to make recommendations and decisions based on findings. Knowledge of shipboard operations and scientific equipment to effectively manage the program. Knowledge of ISO 9000ISM. Knowledge of HAZMAT/HAZWASTE regulations. Knowledge of management principles including, but not limited to supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures. Excellent written and oral communication skills. Demonstrated ability to work with marine research scientists to achieve their research goals. Demonstrated ability to deal effectively with frequent interruptions and changes in priorities that typically surface in operating and managing vessels. Familiarity with the various national oceanographic research programs. Ability to provide leadership promoting a positive and respectful workplace which supports educational and professional growth. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports. Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership. Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work. Ability to review work and evaluate performance, and develop required job competencies of direct reports. Must possess current Standards of Training, Certification and Watchkeeping (STCW) Certificate, and Transportation Workers Identification Card (TWIC) (or be able to obtain within six (6) months from date of hire). Must read, sign, and adhere to the University of Hawai'i Code of Conduct for employees.

PHYSICAL/MEDICAL REQUIREMENTS: Must be able to lift up to (fifty) 50 pounds and stand continuously for up to twelve (12) hours a day. Must be able to physically move about the ship, around a port facility, and in a shipyard without assistance.

SECONDARY QUALIFICATIONS: Master Unlimited or Chief Engineer USCG license. Certification in Project Management. Experience with ISO 9001-2000 ISM, and ISPS Code. Certified ISM Auditor. Prior experience working in Hawai'i providing management or operational support.
