The Submarine Technical Specialist supports development and implementation of the Team Subs Risk Assessment Tool (SUBRAT). When fully deployed, SUBRAT will provide a comprehensive, real time, risk assessment for both safety and mission risk for every submarine in each class including SSN 688 Class, SSBNs, SSGNs, SEAWOLF and VIRGINIA. This position can be executed from Washington, DC, Groton, CT, Kitsap, WA, or Corona, CA, as these locations offer facilities for access to classified data as well as proximity to SUBRAT's stakeholders and key centers of activity.

The position requires knowledge and experience in Submarine systems operations, specifications and maintenance including the non-conformance processes. Duties and responsibilities include but are not limited to:

Subject matter research, report generation, correspondence initiation and coordination / tracking of action items and commitments using designated program management databases and tools
General program management, and programmatic administrative support and coordination.
Facilitate issues resolution among multiple stakeholders in support of maintenance of the VIRGINIA / SEAWOLF / OHIO / LOS ANGELES Class submarines. This includes providing analyses and risk assessment.
Provide updates, reports, and recommendations to the SEA05, PEO Subs leadership as required.
Support the Navy in the selection, development, and implementation of a risk management tool to assess submarine accumulated risks
Support Navy stakeholders in the integration of the risk management tool into the in-service submarine environment:
Create and/or update training curriculum for NAVSEA and external commands including the Fleet and TYCOM. Curriculum development includes:Developing training materials
Identifying training tools that highlight real life examples of poor risk decisions
Documenting the risk decision processes.

Report to the government Steering Committee on a monthly basis or as needed by the customer. Assess the maturity of the project and provide recommendations for improvement.
Prepare presentations and briefing material to leadership as required.
Requirements:

8+ years of Submarine operations, maintenance and maintenance processes including scheduling, non-conformances tracking systems, specifications, certifications, material handling
Technical degree or equivalent work experience
4-year degree in engineering, computer science, mathematics, or related majors is preferred
U.S. Citizen
SECRET Clearance
MS Office (Word, Excel, PowerPoint) skills
Written and verbal communication skills
Experience in leading multi-disciplined teams as well as collaborating with others
