POSITION SUMMARY:

Responsibility for the effective management of all company environmental, health and safety programs. Management responsibility for the oversight of hazardous materials used in company processes in accordance with local, State, and Federal environmental policies, rules and regulations. Direct company liaison with EPA, FDEP, State, and local regulatory authorities. Prepare and disseminate required reports and maintain associated records and documents. Company coordinator for outside environmental services contractors while conducting assessments, remediation or construction projects. Hazardous Material Emergency Response Team coordinator/trainer.

Develop, implement, improve, enforce, monitor, and promote world-class safety programs, ensuring regulatory and company policy compliance for all Piper functions. Leadership of programs to promote employee health and eliminate unsafe acts and unsafe conditions. Manage and coordinate all activities of environmental, safety, and health personnel and contractors.

ESSENTIAL JOB FUNCTIONS:

Develop methods, procedures, and programs to promote worker health and minimize workplace hazards.

Implement, maintain, and supervise workers compensation and safety programs.

Oversee, coordinate and implement all Occupational Safety and Health Activities.

Keep current on OSHA standards, activities and recent decisions that might affect policies and programs through reading governmental and professional publications and attending seminars.

Company representative during Occupational Safety and Health Administration (OSHA) inspections and in any procedures and corrective actions that may follow a finding.

Coordinate the administration of State Workers Compensation laws, accident investigations, accident prevention programs, claims processing, preparation of reports and record-keeping, rehabilitation programs, and Workers Compensation cost containment.

Administer the development and presentation of employee safety training programs, including HazCom, hazardous material handling, Lock Out/Tag Out, and First Aid/CPR.

Ensure follow-through on all reportable injuries to determine that the employee and Companys interests are protected.

Investigate, prepare and forward required reports on injuries and appropriate near-miss events to VP, Human Resources.

Develop partnerships with other professional and regulatory organizations in the safety and health fields.

Oversee and coordinate activities of Company Nurse and be Company liaison with medical oversight personnel.

Create and maintain appropriate metrics for monitoring all safety programs.

Maintain current knowledge of the Federal, State, and local environmental rules and regulations related to company operations.

Author policies, program outlines, training, and rules to maintain safe and environmentally responsible work areas throughout the facility and Company properties.

Manage procurement, storage, and availability of Material Safety Data Sheets (MSDS) for all hazardous materials used within the facility.

Monitor and control the facility Environmental Safety and Compliance Program for EPA, FDEP, and Department of Transportation (DOT), in accordance with 29 CFR, 40 CFR, and 49 CFR including the following: 1.)Manage routine and special inspection(s) of all hazardous material / hazardous waste storage containments and hazardous materials receiving area for proper handling of hazardous materials.

Member of Company Emergency Response and Contingency Team and RCRA Contingency Team.

Manage responses to environmental requirements/incidents that occur within the facility.

Manage all process and reporting requirements, as lead program manager, for Companys NPL Site project.

Manage sampling and analysis of all monitoring points to determine the efficiency of remediation systems. Review and analysis of collected efficiency data on the UVB remediation systems for engineering modifications to improve efficiency.

Manage the consolidation of data related for environmental compliance, prepare and submit reports and maintain required records.

Ensure compliance with State Emergency Response Commission (SERC) - SARA Title III data collection, prepare and submit annual reporting package for community awareness of hazardous materials stored on site. Coordinate activities and train components of the facility Hazardous Material Emergency Response Team for actions during potential accidental spills and discharges of hazardous materials. Maintain associated records and files.

Management of Hazardous Waste generated by all products or by-products of operations.

Manage the collection, processing, packaging, and shipment of Hazardous Waste, including necessary shipment manifests, records retention, and Biennial Reports of Hazardous Waste activities to FDEP and other agencies, as required.

Manage, monitor, and coordinate the activities of Environmental Sciences Technician and Environmental Compliance Coordinator on NPL (TCE Remediation) Project and other facility hazardous material/waste control projects to meet the requirements and goals of regulatory agencies and Piper.

Coordinate, review and evaluate all outside environmental services, consultants, and contractors involved in assessment, remediation, or environmental projects for the company and manage the contracting for external EH&S support vendors.

Provide guidance and assistance to supervisors responsible in correction of discrepancies and prevention of future environmental hazards and Safety & Health issues.

Company strategic leader for all EH&S issues, including leadership of Safety Committee and responsible for creating and maintaining Pipers EH&S strategic plan and associated activities, goals, and objectives.

Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Manage and coordinate activities of Environmental Sciences Technician regarding NPL (TCE Remediation) Project and other facility hazardous material/waste control projects. Manage and coordinate activities of Environmental & Safety Technician in daily inspection activities of the facility and management of hazardous materials program.

EDUCATION AND EXPERIENCE:
  • Requires a Bachelor's degree in environmental, occupational safety, risk management, safety management, or a related field. An advanced degree is preferred.
  • Professional Engineering (PE) certification is highly desired.
  • Five to ten years of experience in environmental management programs, accident prevention, loss control, and risk management programs, including at least three years of management experience performing advanced professional work in the development and implementation of a comprehensive environment, health and safety program in a manufacturing environment.
  • Working knowledge of computer management tools such as the Internet, and Windows-based software programs such as Word and Excel.
