Clean Fuels and Environmental Economics Modeling Manager

Remote or U.S.-based flexible location

Position is 100% remote until further notice

You will be a key team member of a client facing consulting team managing renewable and low carbon fuel market reports for existing and emerging environmental attribute programs, specifically the California Low Carbon Fuel Standard, US Renewable Fuels Standard, and other emerging low carbon fuel markets in the US and internationally. Additionally, this person will manage resource modeling and supply efforts for emerging technologies such as renewable natural gas (RNG), hydrogen, carbon capture and storage (CCS), sustainable aviation fuel (SAF) as well as assist with pro forma and valuation efforts for the projects. To support our growth, we seek a Clean Fuels/Environmental Economics Modeling Manager to work in our Technical Advisory line of business. The consultant will manage the delivery of market reports as well as have a key role in development of innovative, accurate, timely, and high-quality products and services, typically working on multiple projects with all levels of staff. Team members at ICF have an opportunity to apply their experience and academic knowledge, gain exposure to major projects, and interact with experts and clients in the field, while building content knowledge and consulting skills. Team members advance in our consulting practice and develop an area of special competence, with increasing responsibility for project management, modeling subject matter expertise, and client contact.

Key Responsibilities:

* Manage market review projects for various low carbon fuels incorporating results from ICF's environmental attribute (LCFS/RIN) price models, fleet turnover, and fuel resource models on a stand-alone basis or as part of a broader report

* Understand and periodically adjust market tools as necessary to respond to market changes in both individual programs and how various programs and policies interact

* Develop and maintain supply-and-demand equilibrium models for various low carbon fuels (RNG, Biodiesel, Ethanol, Renewable Diesel, SAF, Hydrogen) including modeling existing fuels production, transportation (road, rail, pipeline), regulatory effects, new build economics, regional demand, among other parameters

* Prepare facility financial pro forma models to estimate free cash flows (pre- and post tax), return on equity, debt size, and valuation. Modeling methods may include discounted cash flows, comparable analysis, or precedent analysis.

* Market research into existing producers, policy and regulatory changes being contemplated, and future costs internally and externally

* Tracking and following new fuel markets and clean fuel trends, supporting investors and utilities with clean fuel strategies and portfolios

* Collaborate with and direct junior staff on market research and modeling

* Lead client interface and responsible for delivery of key deliverables

Basic Qualifications:

* Bachelor's Degree in Economics, Finance or related disciplines and 7+ years of relevant energy industry experience or Master's degree plus 4 years of experience

* Demonstrated quantitative skills

* Demonstrated modeling skills

* Ability to write clear concise reports outlining model outputs and market concepts

* Microsoft Office Suite (PowerPoint, Word, Excel, Outlook, Access)

Preferred Skills/Experience:

* Advanced degree in economics, environmental policy, mathematics, operations research or engineering

* Low carbon fuel market experience

* Knowledge of linear optimization and production cost modeling is an advantage

* Experience programming in R, Python, Matlab, or VBA

* Previous consulting experience

* Strong modeling skills
