Federal Reporting Lead

The Idaho Department of Environmental Quality (DEQ) is hiring a federal reporting lead for our State Office in Boise. The federal reporting lead is responsible for the development, publication, and approval of Idaho's biennial Integrated Report (IR), and assists with the development of assessment policies and procedures. The federal reporting lead assists the Water Quality Division's total maximum daily load (TMDL) program with reviews, database management, and programmatic prioritization of 303(d)-listed water bodies.Directs the development, publication, and approval of ldaho's biennial IR, a Clean Water Act requirement, and assists with development of assessment policies and produces. Produces the IR document, including coordination with DEQ Regional Office staff, GIS analyst, internal management, and US Environmental Protection Agency (EPA) staff. * Integrated Report Development: * Work with supervisor on program priorities, guidance, and policies related to IR. * Coordinate with EPA on DEQ IR policy changes and additions. * Coordinate with regional offices on watershed advisory group and basin advisory group consultation. * Conduct data research and coordinate public comment on draft IR. * Prepare DEQ response to public comments. * Participate in EPA coordination of regional and national workgroups dealing with IR updates and changes to the assessment database. * Serve as an expert resource in ATTAINS and assessment databases and internal DEQ applications used for assessments. * Assessment Procedures Development: * Work with supervisor and other program coordinators on program priorities, guidance, and policies related to water quality assessments. * Coordinate water quality assessments with regional and State Office staff, including travel to regional offices to assist with assessments. * Develop assessment training that covers input of results into the assessment database. * Coordinate with programmers, web designers, database management coordinator, and GIS analyst in creating , supporting, and maintaining management infrastructure to support IR development. * TMDL Program Support: * Review draft TMDLs and TMDL 5-year reviews to ensure consistency with IR. * Update ATTAINS database after TMDL submittals. * Assist TMDL coordinator with 303(d)-list queries. * Support 303(d) prioritization for TMDL development. Possession of a Bachelor's degree in the physical or biological sciences or related field; AND at least four years' experience in scientific assessment, environmental protection and pollution control techniques, such as designing, reviewing, or implementing scientific projects, investigations remediation projects, monitoring projects; OR organizing and interpreting laboratory and field data; performing activities associated with pollution prevention and mitigation; and recommending and overseeing the completion of remedial actions. OR Possession of a Master's degree in the sciences or related field; AND two years' experience as defined above; OR Possession of a Doctor of Philosophy in the sciences or related field. Specialty Minimum Qualifications (required for this position): * DEQ 3133 Surface Water - Good knowledge of Surface Water. Typically met by at least two (2) years of full-time work experience in surface water quality such as reviewing, designing or implementing monitoring projects and quality assurance project plans; watershed, riparian area, aquatic habitat, water quality or environmental assessments, pollutant sources assessments, including municipal, industrial and storm water point sources and non-point source activities, such as forestry, mining, agriculture and grazing.
