About the Position

The primary duties of this position are to review plans and specifications for buildings and structures proposed for construction, alteration or repair for compliance with applicable building codes, approved plans and specifications and other regulations and ordinances related to public health, safety and welfare. Under the supervision of the Building Official, the position performs inspections and/or plan reviews for all types of building and structures for compliance with State Building Codes as well as local rules and regulations. The position meets with developers, designers, contractors and owners to help identify and resolve issues.

Plans Examiner 1: This is the entry level class in the Plans Examiner series. This class is distinguished from the Plans Examiner 2 by the performance of the more routine tasks and duties assigned to positions within the series including reviewing plans for buildings and structures within the limits of specified Plans Examination certification.

Plans Examiner 2: This is the full journey level class within the Plans Examiner series. Employees within this class are distinguished from the Plans Examiner 1 by the performance of the full range of duties as assigned including the possession and maintenance of various professional certifications as outlined below in the Special Requirements section. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

This class is distinguished from the Senior Plans Examiner in that the latter reviews plans for multi-unit residential and commercial buildings as well as residential and accessory buildings.

Plans Examiner, Senior:
This is the advanced journey level class in the Plans Examiner series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including reviewing multi-unit residential and commercial structures. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.
Plans Examiner 1: $19.22 - $26.64 per hour
Plans Examiner 2: $23.42 - $32.45 per hour
Senior Plans Examiner: $28.53 - $39.53 per hour


About the Division

The Land Management Division includes the following programs: Land Use Planning, Building and Electrical Code Administration, Sub-Surface Sanitation, and Code Compliance. The Division provides customer service in areas such as issuing planning, building, and septic permits; reviewing building plans; inspecting structures for compliance with state and national code standards and regulations; and responding to complaints of code violations.
Schedule:
Monday - Friday; 8:00am - 5:00pm. Occasional overtime as needed.

Training:
Equivalent to the completion of the twelfth grade. Additional specialized training in engineering, architecture or a related field is desirable.

Experience:
Three years of increasingly responsible experience in the design or construction of residential buildings including one year of plans examination experience.
An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.


Special Requirements:
Oregon Inspector Certification (OIC) from the State of Oregon within six months of appointment.
Possession of a C-Level Plans Examiner certificate from the State of Oregon or equivalent.
Applicants must possess a valid Oregon Driver's License at time of hire.

Plans Examiner 2:
Training:
Equivalent to the completion of the twelfth grade. Additional specialized training in engineering, architecture or a related field is desirable.

Experience:
Two years of responsible plans examination experience.

An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Special Requirements:
• Oregon Inspector Certification (OIC) from the State of Oregon.
• Possess and maintain in continuous good standing those certifications as specified and required by the State's Building Codes Division through Oregon Administrative Rule that will authorize the individual in this classification to legally perform the following duties as an agent of a County or municipality in the State of Oregon:
• Review construction plans for compliance with provisions of the Oregon Residential Specialty Code (ORSC).
• Conduct plan review of proposed manufactured dwelling or park trailer installations for conformance with the State's adopted manufactured dwelling standard.
• Applicants must possess a valid Oregon Driver's License at time of hire.

Plans Examiner, Senior:
Training:
Equivalent to the completion of the twelfth grade. Additional specialized training in engineering, architecture or a related field is desirable.

Experience:
Three years of responsible plans examination experience.

An equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

Special Requirements:
• Oregon Inspector Certification (OIC) from the State of Oregon.
• Possession of ICC Certified Building Plans Examiner (B3) and Oregon Inspector Certificate (the latter within 6 months of appointment) OR Oregon Code Certification as an A-level Plans Examiner (PEA).
AND
• Possession of a valid ICC Certified Fire Plans Examiner (F3) and Oregon Inspector Certificate (the latter within 6 months of appointment) OR Oregon Code Certification as a Fire and Life Safety Plans Examiner.
• Applicants must possess a valid Oregon Driver's License at time of hire.
