Job Description Summary:


The Gulf Research Program (GRP) was established in 2013 to conduct studies, projects, and other activities in the areas of research and development, education and training, and monitoring and synthesis in three topical areas: (1) safer offshore oil and gas operations, (2) environmental stewardship and protection, and (3) human health and community resilience in the Gulf of Mexico region and other U.S. regions that support offshore energy production.

The incumbent will work in a team environment supporting the design and implementation of work under the purview of the Gulf Health and Resilience Program Unit. The incumbent will primarily work on the planning, management and evaluation of the program unit's grant-making activities and support other program unit activities as needed.

Job Description:


Under general supervision, the Associate Program Officer will work on activities related to:
  • Grant-making program and project management. Supports the development and implementation of external funding opportunities aligned with strategic plan, goals, objectives and calendars; Coordinates the design and production of grant applications with grant administration staff; Coordinates funding opportunity announcements with communications staff; Serves as the initial point of contact for inquiries related to funding opportunities; Identifies, engages, and coordinates with external proposal reviewers; Manages grant awards of moderate complexity, including the development of award decision memoranda, coordination with grantees, review and approval of grantee technical reports and post-award actions; Collaborates with grantees and GRP staff to troubleshoot challenges and ensure successful and timely completion of awarded projects.
  • Communications and outreach: Participates in program outreach, communication, and dissemination of program information; Assists in the development of communications products, including webinars, promotional materials, etc.; Identifies target audiences and plans and implements communications activities related to assigned programs or projects.
  • Meeting planning and implementation: Contributes to planning, organizing, and implementing meetings with advisory boards, committees, grantees, community stakeholders, program partners, etc.; Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries; Facilitates the flow of information among chair, members, consultants, experts, program or project sponsors, and staff.
  • Research and writing: Conducts background research, tracks relevant issues, and compiles reports; Synthesizes and edits research findings, technical data, or reports; Prepares internal reports on program or project activities, background papers, or technical summaries; Coordinates/oversees publication of materials.
  • Supervision: Assists with supervising and mentoring support staff; Assigns tasks and provides guidance and feedback to staff; Serves as a resource to support staff; Acts to resolve routine problems in areas of assigned responsibility, but receives guidance or expertise from higher-level staff on more complex problems.
  • Represents the program/project within and outside the National Academies; Collaborates with experts and sponsors from government agencies, foundations, academic institutions, and other organizations.

    Required Knowledge, Skills, and Abilities: Knowledge of issues related to human health and community resilience (e.g., public health, community resilience, climate change, emergency management, natural and human-induced disasters, community engagement); Experience with program and project design, implementation, or evaluation; Experience with topical research and information synthesis; Ability to solve varied and complex problems using ingenuity; Ability to work successfully independently and in a team environment; Ability to multitask, meet deadlines, and work in fast-paced, complex environments with a high degree of organizational effectiveness; Excellent communication and interpersonal skills with a proven ability to effectively interact with all levels of employees and stakeholders; Proficiency in Microsoft Office Suite.

    Minimum Education: Bachelor's degree in related field or equivalent knowledge.

    Minimum Experience: Three years of related professional experience.

    Preferred Education: Advanced degree in a related field.

    Preferred Experience: One or more years of specialized experience in grant management or administration. Experience living, learning, or working in the U.S. Gulf Coast or Alaska.

    Physical Capabilities: Ability to work at a computer for extended periods of time. Ability to travel.

    Required Licenses, Certification or Registration: None.

    Supervisory Responsibilities/Controls: Reports to program officer or director. Sets objectives with supervisor and receives input and advice as needed. Assists in the supervision of project/program staff.

    Work Environment: Office environment, with occasional travel between National Academies' facilities and to off-site meeting/sponsor locations.

    Any qualification to be considered equivalent, in lieu of stated minimum, requires the prior approval of the Office of Human Resources.
