Description

Develops, implements, and manages regional Environmental Health and Safety (EHS) program. Ensures compliance with local, state, federal laws and regulations, healthcare accreditation standards, and organizational policies. Manages Regional Workplace Safety Program by facilitating regional activities that eliminate occupational injuries and aligning all interests that are critical to realizing a successful Workplace Safety strategy. Acts as an advisor and thought partner by structuring undefined issues for resolution, researching issues, summarizing information and working with relevant stakeholders. Seeks, recognizes, and successfully acts upon opportunities to make Workplace Safety part of the Region's operating philosophy. Identifies internal barriers to performance, develop programs to enable cultural change, and support operational leaders in fully integrating Workplace Safety policies, programs, and practices into each KP business unit. Supervises assigned staff.

Essential Functions:
• Serves as Regional Safety Officer. Acts as consultant for environment of care program.
• Develops, implements, and manages local Environmental Health and Safety (EHS) program.
• Consolidates and coordinates regional EHS efforts and responsibilities.
• Ensures clear definition of roles and responsibilities for individuals and organizational entities.
• Develops and implements system to identify, coordinate, and monitor timely implementation of existing, new, or changing EHS regulatory requirements and accreditation standards throughout region.
• Develops and maintains knowledge and expertise of EHS practices.
• Establishes reference, and resource library and training programs for supervisors and managers.
• Oversees and guides department employee training.
• Develops and executes management and planning strategy that responds to regulatory agency enforcement actions.
• Represents organization in hosting and coordinating external EHS inspection and surveys.
• Utilizes legal counsel as appropriate.
• Develops and coordinates assessment program of internal inspections, surveillance, and audits.
• Conducts or arranges for independent, comprehensive audit of effectiveness of entire EHS program annually.
• Provides senior management with assessments of effectiveness of EHS program, including recommendations for improvement and plans to implement recommendations.
• Develops, coordinates and maintains record keeping systems as required for documentation of regulatory and accreditation compliance and effective EHS program management.
• Coordinates EHS permits with government agencies.
• Establishes and maintains liaison with regulatory and accreditation agencies and other Kaiser Permanente entities to enhance effectiveness of regional EHS program.
• Acts as point of contact for local, state, and federal regulatory authorities on EHS-related issues.
• Investigates and analyzes root cause of significant EHS events.
• Advises appropriate managers of EHS problems and concerns.
• Selects engineering and management solutions for environmental operations.
• Implements departmental process modifications and improvements that minimize risk to personnel and property.
• Coordinates use, generation, storage, and disposal of hazardous and toxic materials.
• Responds to staff and patient EHS concerns and safety complaints.
• Responds to all hazardous substance emergencies 24 hour per day, 7 days per week.
• Ensures proper communications related to environmental hazards.
• Chairs, participates in or acts as liaison to various committees within the organization.
• Promotes active, viable safety program.

Qualifications

Basic Qualifications:
• Eight (8) years of operational health and safety or related experience including three (3) years of supervisory/lead or project management experience in environmental health and safety.
• Bachelor's degree in environmental safety, mechanical or chemical engineering, facilities management, public health, or related field or equivalent related experience.
• Certified Safety Professional (CSP) by the Board of Certified Safety Professionals (BCSP) or Certified Industrial Hygienist (CIH) by the American Board of Industrial Hygiene (ABIH).
• Knowledge of local, state and federal environmental health and safety related laws, regulations, and standards as applicable.
• Demonstrated knowledge of and skill in adaptability, change management, decision making, customer service, group presentations, group process facilitation, influence, interpersonal relations, oral communication, problem solving, project management, quality management, results orientation, systems thinking, team building, and written communication.

Preferred Qualifications:
• Related experience in health care setting preferred.
• Master's degree in environmental safety, mechanical or chemical engineering, facilities management, public health, or related field preferred.
• Demonstrated knowledge of and skill word processing, spreadsheet and database PC applications preferred.
• Demonstrated knowledge of hazardous waste/material management, health hazard management, environment compliance management, building code and life safety code management and specific programs dealing with indoor air quality, hearing conservation, back injury reduction, respiratory protection, hazardous material communication, asbestos abatement, infection control, low level ionizing radiation, non-ionizing radiation (lasers), and toxic substance control preferred.
