Description:As the Environment, Safety & Health (ESH) Environmental and Safety Engineer at the Palmdale, California facility, you will implement ESH programs, company best practices and required compliance activities.
The selected candidate for this role will provide support and drive continual improvement for various ESH programs and compliance through interactions with Palmdale Advanced Development Program (ADP) Special Projects, site senior leaders and external regulators.
They will be tasked with protecting the company reputation through full compliance of the law and improving the Palmdale ESH Management System. Duties include, but are not limited to:
• Leading and/or participating on various site programs, working groups and company-wide initiatives
• Tracking new business development; issuing ESH Program Management Checklists to Advanced Development Program (ADP) managers; identifying and evaluating ESH-related customer requirements; negotiating contractual requirements and executing program Hazardous Materials Management Program (HMMP) plans, Programmatic ESOH Evaluations (PESHE), and National Environmental Protection Act (NEPA) environmental analyses to proactively mitigate ESH risks and impacts
• Leads the legislative/regulatory advocacy program for LM Aero - Palmdale by tracking and interpreting new/revised requirements, determining impacts to company operations and submitting/coordinating comments to regulatory agencies/legislative bodies. Works with ESH subject matter experts to determine compliance strategies and develop command media
• Develops strategic and tactical plans to ensure the Palmdale ESH management system conforms to the ISO 14001 standard. Provides direction and training for ESH employees on ISO requirements. Sets and revises company command media (policy, procedures and instructions) and participates on LM Corporate and Business Area ISO work groups. Performs risk and opportunity assessments, top management reviews, develops and tracks company goals and establishes the scope and context of the ESH management system
• Develops company positions, collaborates with ADP customers and researches new technologies in collaboration with the other organizations to address climate change, develop clean energy technologies, and other sustainable design innovations
• Promotes site Go Green culture and develops tactical implementation plans for site Go Green goals
• Oversees the Skunk Works Sustainable Design Program (SDP) developing strategic goals, budget and plans. Develops partnerships and maintains relationships with ADP program and business development organizations to promote SDP events and goals. Works with Department of Defense (DoD) and NASA customers to promote SDP projects and technologies
• Develops strategy for Palmdale review, approval and restriction of hazardous materials processes; participates on Corporate hazardous substances restrictions work groups; leads site hazardous materials management program (HMMP) council meetings; and tracks customer hazardous materials management program requirements (e.g., NAS411, HMMP data item description, Mil-Std-882E, etc.)
• Develops regulatory and customer incident reporting and investigation processes (e.g., Notice Of Violations, spills, remediation, etc.) and leads site investigations
• Conducts due diligence investigations for company mergers, acquisitions, divestitures and leases
• Leads and/ or supports injury prevention efforts and improvement activities
• Resolves ESH-related collective bargaining agreement disputes
• Consults with ESH staff on compliance matters and shares expertise
• May respond to after hours spill or injury incident. Occasional travel required
• Must be a US Citizen. This position supports a facility that requires special access.
A level 5 employee Typically has 14 - 20 years of professional experience.
Basic Qualifications:
Technical background or equivalent experience in one or more of the following critical areas:
• ESH project management, regulatory compliance and regulatory reporting of multiple simultaneous initiatives and efforts.
• Subject matter expertise in several ESH disciplines and strong general knowledge and expertise of other ESH disciplines. Knowledge of air quality, water quality, California Environmental Quality Act, biodiversity, community noise and other environmental disciplines.
• Experience conducting technical chemical evaluations to determine business impacts and recommendations.
• Demonstrated experience of process, management system, and program improvements that have impacted the bottom line of the business.
• Experience working with regulators and interpreting compliance and conformance requirements.
• Providing local, state and federal level regulatory interpretation and response.
• Experience establishing company-wide best practices, leading indicators and standards for ESH.
• Knowledge of and experience with environmental management system elements, risk assessment, controls, etc. such as ISO 14001.
• Championing a culture that promotes environmental health and safety.
• Experience working across multiple locations and levels of an organization including virtual when needed.
Desired Skills:
• Experience working in an aerospace manufacturing and research and development environment.
• Involvement in implementing sustainable design or biomimicry methodologies.
• Knowledge of industrial hygiene practices, fall protection, OSHA recordkeeping, injury and illness prevention and other safety and health disciplines.
• Understanding of union environments and collective bargaining agreements.
• Ability to make difficult decisions, solve complex issues and influence ESH cultural improvement.
• Highly proficient written and verbal communication skills.
• Team player, willing to mentor and grow junior level staff.
• Experience in change management and planning activities as they relate to Environmental and Safety program integration and considerations.
• Lean Six Sigma green or black belt or other continuous improvement tools and knowledge, including thorough root cause analysis and mistake-proofing processes.
