The Work You Will Do:
The Environmental Manager-SES (#37010189) is in the Division of Environmental Assessment and Restoration's Biology Program's Toxicology Laboratory in Tallahassee and will be responsible for managing the Toxicity workgroup, reviewing data, and providing technical consulting services. This work provides the department and other resource agencies with the highest quality laboratory services available.

Your Specific Responsibilities:
Manages the Toxicity workgroup of the Biology Program. Supervises workgroup staff responsible for whole effluent toxicity (WET) testing, algal growth potential and algal limiting nutrient determination, scheduling tests, and the review, interpretation and reporting of biological and chemical data produced by the DEP Laboratory. Directly supervises staff and performs human resource-related activities for the managed positions. Makes recommendations to maintain sufficient staffing levels for efficient and effective laboratory operations. Performs hiring as needed. Supports quality assurance (QA) objectives. Ensures analyses are performed efficiently and in accordance with the Laboratory's Quality Manual, Standard Operating Procedures (SOPs), USEPA WET Manuals, TNI Laboratory Standards and Laboratory safety protocols. Evaluates the acceptability of routine analyses and performance, takes appropriate action in response to unusual or unexpected results, and documents action taken. Ensures results from DEP laboratory and contract laboratories are authorized within deadlines. Manages the procurement of contract laboratories for each new fiscal year and serves as the DEP Laboratory's point of contact for biology contracted services. Communicates with supervisor regularly, timely, and accurately on issues related to workload, analytical methods, personnel, training, data reporting, and other work-related activities. Coordinates with the supervisors of the Molecular, Taxonomy, and Bench Biology Workgroups on research projects, special studies, and workload issues. This position participates in laboratory freezer/refrigerator alarm monitoring. Assists in designing, implementing, interpreting, and reporting on focused field and laboratory studies in support of department program objectives. Analyzes and interprets biological and chemical data. Provides technical consulting services to agency programs and customers, performs technical reviews and evaluations, and participates on technical committees. Represents the Biology Program in department meetings and meetings with other agencies and stakeholders. Produces technical reports and presentations. Stays abreast of developing analytical technology and directs the evaluation of new equipment and methodologies. Makes purchasing recommendations for equipment and expenses. Ensures that program funds, equipment and supplies are efficiently and effectively utilized.

Required Knowledge, Skills, and Abilities:
1. Knowledge of the principles and practices of supervision and management.
2. Knowledge of the terminology, principles and techniques used in WET analysis and testing.
3. Knowledge of environmental toxicity testing methods.
4. Ability to collect, record, and analyze scientific data relating to biological sciences.
5. Ability to plan, organize, direct, and document workgroup activities.
6. Ability to determine workload priorities and ensure proper completion of work assignments.
7. Ability to use laboratory information management systems (LIMS) for sample processing and reporting.
8. Ability to use QC measures and statistical analyses to evaluate precision and efficiency of toxicological methods and ensure high quality data.
9. Ability to maintain Standard Operating Procedures (SOPs) for analytical methods and laboratory procedures, including all necessary documentation to support quality control procedures.
10. Ability to instruct, train, and monitor staff in the proper performance of toxicological and laboratory procedures.
11. Ability to prepare technical reports and presentations.
12. Ability to effectively evaluate, report, and present complex scientific information and respond to questions from management, clients, auditors, and internal customers.
13. Ability to think and work independently, and to work well in a group.
14. Ability to participate in the laboratory freezer/refrigerator alarm monitoring.
15. Ability to maintain a valid driver's license and travel.

Minimum Qualifications:
* Bachelor's or advanced degree from an accredited college or university in one of the natural, physical, or environmental sciences
* At least one year of experience working in a scientific laboratory
* At least one year of experience with WET testing methodologies
* A valid Driver's License and travel

Preferred Qualifications:

16. Knowledge of and experience with EPA toxicity methods and TNI Quality Systems for Toxicity Testing.
17. Knowledge of and experience with algal growth potential and algal assay limiting nutrient determination testing methods.
18. Knowledge of and experience with Rule 62-302, Florida Administrative Code.
19. Skill and experience presenting complex scientific information through technical reports and presentations.
20. Skill and experience in reviewing data and proposals for technical merit and environmental safety.
21. Skill and experience in reviewing bio-monitoring reports and determining potential cause(s) of any noted toxicity.
22. Skill and experience with state and federal regulations on aquatic toxicity testing for compliance.
