Job Title: Manager, Business Development and Technical Specialist

Department/Location: Social, Environmental and Agricultural Development (SEAD) Practice

Reports To: SEAD Principal or Designee

Type: Regular Full-Time

Classification: Exempt Level Position, overtime pay not possible

Overview:

International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a detail-oriented Manager to work with our Social, Environmental and Agricultural Development (SEAD) practice to work in our Vienna, VA home office. This full-time position is available now and not subject to client approval. IBTCI is seeking a skilled professional who has demonstrated experience in business development and technical experience in several of the following areas: Data visualization, graphic/infographic design, GIS/GPS mapping, advanced knowledge management, organizational development, management of associations and communities of practice.

Responsibilities:

Essential Duties/Tasks and Responsibilities:

Business Development (80%)

Opportunity Identification, Tracking, and PartnershipsLead or contribute to support opportunity identification, qualification, teaming research/strategy, and capture planning development for USAID, Department of State, and other USG agency opportunities.Other duties as assigned.

Lead or contribute to developing winning capture strategies, establishing partnerships, and shaping new business opportunities to match company capabilities and experience.

Update competitor analysis, including win history, leadership, relevant work experience, and performance for priority opportunities.

Attend quarterly business forecast and bidders' conferences and meetings as required.

Proposal ManagementFinalize teaming agreements with partner(s).

Prepare RFP compliance checks.

Perform on-line, documentary and in-person research and analysis, as appropriate.

Coordinate with partner(s) other departments as needed on proposal calendar, personnel/recruitment, win theme discussions, technical inputs, review team meetings, compliance, and cost to ensure high-quality, on-schedule proposal development.

Supervise business development associates and consultants as needed.

Ensure timeliness and compliance of technical and cost proposals per solicitation requirements.

Oversee completion of all proposal components working in collaboration with the proposal team.

Coordinate submission of questions to donors to clarify procurement related issues.

Proposal Development and Follow upContribute to the project management structure and strategy and identification of key personnel.

Draft or contribute to management, personnel, and/or tailored corporate capabilities and past performance proposal sections.

Assemble and copyedit sections of proposals prior to submission.

Submit proposals on time per instructions provided by donors.

Request feedback from funding agencies for unsuccessful proposals.

Coordinate and manage communications and tasks related to BAFO.

Technical Specialist (20%)

Participate as a mid-level team member on projects for monitoring, evaluation, research, and learning and related scopes of work. With minimal supervision, perform tasks that may include:Data visualization, graphic/infographic design.

GIS/GPS mapping and visualization.

Advanced Knowledge Management applications and strategy development.

Demonstrated experience with organizational development, management of associations and communities of practice, and tools used in these areas.

Qualifications:

Minimum Requirements:

At least three (3) years of business development experience in international development/foreign assistance/ global operations with a Masters' degree.

At least five (5) years of relevant work experience with a Bachelor's degree.

Experience managing capture and proposal process and resources for contract bids.

Experience and familiarity with USAID Requests for Information (RFIs) and Requests for Proposal (RFPs).

Demonstrated ability to track opportunities, lead captures plans, and manage business development pipelines for the company and its technical practices.

Experience contributing to the development of proposals, including drafting of capabilities, personnel, and management sections.

Knowledge management experience, with knowledge of latest developments in KM and experience in the application of related software and other tools.

Strong leadership and oral and written communications skills with demonstrated experience in editing technical documents and proposals.

Demonstrated ability to work both independently and within a team and assess priorities.

Education: Bachelor's Degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration and/or Statistics/Social Research or other related field required; Master's degree preferred.

Preferred Knowledge, Skills and Abilities:

Master's degree in international development or related field.

Experience in international development work, in one or more of the following sectors: Agriculture, Education, Economic Growth, Environment, Food Security, and Resilience.

Experience with non-USAID donors, including DOS, MCC, and/or other international and domestic government donors is preferred.

Experience in/knowledge of data collection tools and processes, to include use of mobile technologies and GIS mapping.

Experience living or working overseas, especially in a developing country context.

Proficiency in at least one other language, Spanish and French a priority.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: Up to 30% international and domestic travel may be required.

Work Authorization: Candidate must be authorized to work in the U.S.A. Visa sponsorship is not available for this position.
