OPEN UNTIL FILLED:

Under the direction of the Manager, Safety, Health and Environmental, this position ensures compliance with Long Beach Transit safety programs, environmental and regulatory governmental agencies, including but not limited to, Federal Transit Administration (FTA), Department of Transportation (DOT), Department of Motor Vehicles (DMV), California Highway Patrol (CHP), National Transit Database (NTD), Regional Water Quality Control Boards (RWQCB), South Coast Air Quality Management District (SCAQMD), California Environmental Reporting system (CERS), Department of Toxic Control (DTSC), and California State Water Resources Control Board (SWRCB). The Safety, Health and Environmental Officer develops safety programs, provides safety training, performs a variety of investigations including bus and other vehicle accidents, incidents, injuries, vandalism and damage to agency vehicles and property. The Safety, Health and Environmental Officer analyzes trend data and financial information to prevent accidents and reduce costs. Implements health, safety and environmental policies, procedures, and guidelines for the employees and department safety.

Responsibilities:

Interprets safety laws and regulations; applies state codes and standards relating to passenger transit services

Coordinates with Third Party Administrator (TPA) and attorneys to investigate and resolve accident claims

Analyzes accident/incident reports with recommendations for solutions and preventive measures

Rates accidents and oversees the appeal and review process for chargeable accidents.

Pulls bus DVR hard drives, reviews video footage, downloads to secured server and burns CD/DVD's

Maintains required statistics in the National Transit Database (NTD)

Prepares statistical reports on chargeable/non-chargeable accidents and incidents

Regularly generates safety communications and conducts periodic Safety Campaigns

Investigates and reports accidents and incidents, and issues warnings per disciplinary procedures for violations of company safety and health procedures

Provides accident investigation training for Transit Service Delivery Supervisors

Delivers State Mandated and Remedial Training (SMART) for Coach Operators monthly and Maintenance employees annually

Oversight of the Safety Committee

Serves on Key Performance Indicator (KPI) Team, contributing pertinent statistics for analyses

Conducts New Driver Orientation session on safety

Member of the New Equipment Procurement Committee

Serves on Task Stream and Bus Stop Task Force committees

Contributing member of Emergency Focus Group and Emergency Team

Contributing member of Emergency Focus Group and Emergency Team

Champions and develops a culture where safety, health and environment are ingrained as a core value with all employees who are actively engaged in performing their work in a safe manner whilst interacting with their co-workers to prevent at-risk behaviors

Effectively coaches and develops Operations & Maintenance supervision to be effective

Develop and implement processes and procedures (SOP's) to ensure site compliance with all agency and regulatory policies, including federal, state, and local legislation and regulations pertaining to safety, health and environment

Supports Risk with worker's compensation claims

Coordinate and facilitate all environmental training in conjunction with EH&S Manager for site, in addition to administering training programs for safety accident prevention and protection through the training department

Provides functional and technical expertise, guidance and mentorship as needed in all areas and initiatives of the function

Contributing member of the onsite Storm Water Pollution Prevention Team; assisting with storm water sample collection and completing monthly inspections.

Qualifications:

EDUCATION

A Bachelor's degree within an environmental or safety related filed is desired and at least five (5) years of leadership experience in safety and accident investigation in the passenger transit industry. Additional directly related experience may be substituted for the required education based on the ratio of one and a half (1.5) years of experience for each one (1) year of education.

Must have knowledge of passenger transportation service operations, equipment safety, passenger relations, and ability to operate transit vehicles. Must have Class B license with passenger and air-brakes endorsement and excellent safe driving record. Transportation Safety Institute (TSI) Fundamental & Advanced Bus Collision Investigation and TSI Bus instructor Certification preferred. Safety training and/or a Safety Certified Professional certificate preferred. Excellent computer skills in Microsoft Office Suite and ability to learn in-house Ellipse program are required. Must be able to effectively establish and maintain good working relationships and communicate effectively with all levels of the organization. Interact professionally with agency employees and outside agency representatives. Must have the ability to review and analyze statistics and prepare reports. Ability to travel between Long Beach Transit's facilities and work flexible hours as required.

Hiring Range: (Based on Experience): $85,000 to $90,000 Annual (DOQ), with excellent fringe benefits.
