SUMMARY:

Under general supervision from the EH&S Manager, the Compliance Specialist is a self-starter able to work independently to monitor the overall compliance of the company"s 300+ water and wastewater facilities. The key function of this role is to lead the company"s Supervisory staff in achieving compliance with various regulatory agencies and, environmental compliance-related matters and reporting. The Compliance Specialist coordinates, monitors, and follows up on regulatory compliance for the water and wastewater operations throughout NSU's various divisions in NJ, NY, MA, MN, and CA. The ideal candidate should have experience in environmental regulatory program requirements including Safe Drinking Water and certified laboratory compliance and monitoring.

DUTIES AND RESPONSIBILITIES:
  • Provide guidance and support to the company"s Operations teams
  • Interacts with clients and operations staff to schedule and ensure completion of regulatory reports and sampling as required by the various facility permits
  • Familiar with and able to navigate through state agency electronic data Interchange (EDI) programs for public water supply (PWS) and wastewater treatment plant (WWTP) data entry and report preparation.
  • Familiar with and able to prepare and maintain compliance with Total Coliform, Water Quality Parameter and Lead and Copper Sampling Plans for PWS systems.
  • Frequently monitors Environmental Management and Sampling Plans for compliance against permit limits, report excursions and develop corrective action plans with NSU Team.
  • Work with NSU Team and Permittee in the preparation of written responses to state agency inspection reports and non-compliance notices.
  • Assist In preparation and filing of the following for water and wastewater facilities.
    • Monthly WWTP of discharge monitoring, waste characterization and residual transfer reports
    • Monthly PWS Treatment Plant Operations Reports
    • Quarterly PWS Disinfectant Residuals Reports
    • Annual PWS Water Use reporting
    • Annual certified lab Performance Testing (PT) Study, lab renewal application and lab compliance program management
    • Annual Community Right to Know (CRTK) inventories and report filing
    • Annual Beneficial Reuse reporting
    • Industrial Pretreatment Program (IPP) compliance program and management
    • Stormwater Pollution Prevention compliance program management
    • State agency annual Consumer Confidence Report (CCR) preparation and reporting
    • DEP Hotline notifications and required 5 day follow up communications
    • Site Sanitary surveys for Potable Water Supply (PWS)
    • PWS Tier 1,2,3 non-compliance notifications follow up and documentation filing
    • Boil Water communication and notification for PWS community systems
  • Ensure all required discharge monitoring reports are filed on time by the various responsible parties.
  • Perform compliance audits for various regions on an annual basis.
  • Scanning, copying, filing, and publishing of Environmental Reports
  • General office duties
  • Resolves Compliance Issues
  • Performs other related duties as assigned by EH&S Manager and management

QUALIFICATIONS:
  • Bachelor"s Degree in science, engineering, or related field or relevant experience
  • Minimum of one (1-3) years of experience in regulatory compliance required
  • Commitment to excellence and high standards

  • Ability to manage priorities and workflow
  • Versatility, flexibility, and willingness to work within constantly changing priorities with enthusiasm.
