Program Overview:
Office of Resilience and Coastal Protection (ORCP) implements state and federal regulations to protect the quality of Florida's drinking water, ground water, rivers, lakes, wetlands, estuaries and beaches. The Beaches side of the Office includes programs focusing on beaches regulation, planning and funding. These programs ensure activities that impact the coastline, wetlands, and surface water flows are conducted in a manner that is protective of the environmental and in accordance with Florida law.
The incumbent will be responsible for policy, planning and legislative initiatives related to the beaches and coastal permitting and planning and will oversee the Beaches Funding Assistance Program.

Your Specific Responsibilities:
The Environmental Administrator is responsible for directing the planning and policy activities of the natural resource program, under the supervision of the Deputy Director. This managerial/supervisory position is responsible for maintaining effective internal communications with Division leadership, program staff, other Divisions within the Department, external agencies and stakeholders. The incumbent will:
* Assist the Division Leadership with workflow coordination and miscellaneous special assignments and staffing needs.
* Coordinate with Division programs to ensure overall regulatory consistency.
* Oversee the Beaches and Funding Assistance Program, ensuring consistency with Legislative direction and grant management requirements.
* Serve as project manager for highly controversial or technically complex projects that require coordination among various programs. Represents the Department on technical advisory committees and panel work groups where natural resource programs are concerned.
* Must be familiar with the requirements outlined in the National Environmental Policy Act, the Clean Water Act and the Coastal Zone Management Act.
* Responsible for policy, guidance and legislative initiatives for beach and environmental resource programs. Must be familiar with the legislative process, have the ability to analyze legislative documents and proposals, and have familiarity with the appropriations process.
* Assist the Division Office in rule development and implementation of rules related to natural resource programs. Must be familiar with agency rule development and adoption procedures specified in Chapter 120, Florida Statutes
* Performs emergency response duties when assigned, including emergency travel to impacted areas.

Required Knowledge, Skills, and Abilities:
* Knowledge of the terminology, principles, and analytical techniques of environmental science and engineering as relative to environmental resources and water quality.
* Knowledge of the National Environmental Policy Act, the Clean Water Act and the Coastal Zone Management Act.
* Ability to interpret rules, regulations, policies, and procedures relating to environmental programs.
* Knowledge of state grant or contract management requirements.
* Knowledge of beaches and environmental resource permitting rules and statutes.
* Knowledge of beach management grant program rules and statutes.
* Ability to determine work priorities, delegate tasks, and evaluate performance.
* Ability to communicate effectively verbally and in writing.
* Ability to prepare clear, concise, and articulate procedures, rules, letters, and presentation materials to provide to the agency and public.
* Ability to travel as needed and participate in meetings, workshops and public forums.
* Ability to work well under pressure and deadlines; solve conflicts, problems, and complex issues, and make decisions
Minimum Qualifications:
A bachelor's degree with a major in environmental, biological, natural sciences or engineering from an accredited college or university and at least three (3) years of professional experience.
Valid driver license
Management, supervisory, or team lead experience required
Contract and grant management experience required
Florida Certified Contract Manager (FCCM) preferred
Ability to snorkel and dive preferred
