ICF is seeking a Environmental Policy Analyst. ICF's Regulatory, Policy and Economics business portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We estimate the environmental, safety and social impacts of regulations, policies and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and the Nuclear Regulatory Commission.

This role is remote.

Job Responsibilities:

As Environmental Policy Analyst, you will work within an interdisciplinary team conducting applied research and providing consulting services in support of national-level programs focused primarily on addressing a range of environmental, public safety, and natural resources management issues.

You will lead research and quantitative analyses and conduct regulatory and policy analyses for our clients. Your duties may include characterizing the ecological and human health effects of pollutants and environmental stressors, reviewing and synthesizing scientific literature, compiling and analyzing industrial releases and environmental data, researching industry response to changing regulatory requirements, developing and applying hydrological and fate and transport models and other methods to quantify impacts, and providing other general program support. The bulk of your work will be on domestic regulatory issues, on topics related to environmental quality, transportation safety, risk management, and human and ecosystem health.

You will work in collaboration with senior and junior staff within a multidisciplinary team that includes economists, scientists, and engineers. You will also have direct contact with clients and will contribute to expanding our business.

Minimum qualifications:
  • Bachelor's degree in in physical or environmental science, engineering, public policy, or a related discipline. Master's degree is preferred. (Academic training should include course work in water resources, systems modeling, geographical information systems and/or remote sensing, and programming/scripting)
  • 2 plus years of work experience (internships/consulting)
  • Quantitative skills

Prerequisites:

As this is a client-facing role, excellent oral and written communication skills are essential.

You also need to have very strong analytical skills and a demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve complex problems.

Coursework in water resources management, hydrology, environmental chemistry, and statistics is required. Knowledge of watershed or environmental systems modeling, environmental risk assessment, optimization modeling, and GIS and/or remote sensing is a plus. In particular, preference will be placed on candidates with demonstrated proficiency or prior research or employment applying watershed or water quality models (e.g., Soil and Water Assessment Tool) and using analysis software and scripting language (e.g., R, Python) to analyze environmental data.
