Environmental Data Analyst

The City of Boise's Environmental division is hiring a highly motivated and detail-oriented data analyst to organize and summarize discrete, continuous, and spatial data to produce data driven products that support regulatory compliance and water quality driven decision making. This position will provide expertise to inform policy development and environmental management decisions.

Identifies and defines problems and key research questions, scopes and plans project, cleans and structures data (munging), performs analysis, and communicates findings and recommendations to city staff, elected officials and the public through engaging data visualization and presentation. Effectively presents and articulates findings to key stakeholders digitally, in person, and in written forms. Completes peer reviews of division reports and presentations. Compiles and analyzes data for internal and external reports such as the pretreatment and storm water programs annual reports. Performs Idaho Pollutant Discharge Elimination System (IPDES) permit statistical analysis and reporting. (40%)

Develops reports, interactive maps and dashboards, analytics, datasets and other data storytelling tools for use by the public to share information and increase the city's data transparency to drive business decisions. Ensures that the type, quantity, and quality of environmental data used in decision-making will be appropriate for the intended application. Enters, retrieves, edits, and analyzes data using one or more of several databases, spreadsheets, and graphics software programs. Monitors water quality sampling schedules for timely data collection and reports data discrepancies. Gathers, tabulates, and enters environmental data from internal city groups and cooperating external agencies into complex relational databases. Performs general database management including development, updates, and maintenance of data standards for Public Works databases that contain discrete, continuous and spatial data. Requires knowledge of Geographic Information System (GIS) relational tables and mapping as well as coordination with city GIS staff. Observes and reports trends or anomalies in data, makes necessary database corrections, and communicates monitoring changes to data collection teams. Manages remote and manual water quality data transfer into AQUARIUS. Updates software and data collection standard operating procedures (SOPs). (40%)

Consults with and provide assistance to the public works department on special studies and projects as needed. Develops strong, credible partnerships and learns all aspects of the business for positive impact. Consults with divisional leaders to ensure resources are deployed strategically across all operational areas. Acts as a steward for city data, making efforts to improve data quality and integrity. (20%)

Job Requirements:
Required Knowledge, Experience, And Training

• Bachelor's degree in environmental science, biology, chemistry, mathematics, probability, and statistics, or related science field
• Three years of experience in water quality monitoring, data analysis, reporting, workflows, programming, and design of data systems
• Individuals must be capable of operating vehicles safely and have an acceptable driving record

Level of Knowledge:

• Working knowledge of statistical analysis of environmental data; manipulation of data and creation of geospatial projects using GIS: problem-solving, analytical thinking, attention to detail. Strong quantitative analysis skills; expertise with statistical analysis software (SPlus, R, etc.);
• Advanced knowledge of water quality data collection, monitoring, and statistical analysis is required.
• Functional knowledge of the historical and present impact of government policy and practice on various communities within our city;
• Functional knowledge of data visualization tools and best practices.

Abilities:
Ability to establish and maintain effective working relationships with internal and external groups; operate effectively in a team environment and communicate clearly and concisely, both orally and in writing; ability to collaborate with multi-disciplinary teams to complete environmental data analyses for citywide projects is a must; technical proficiency of database design, operational theory, structure, and operation; ability to maintain, modify and administer database management systems; create charts, dashboards, graphs, and tables; research, analyze and interpret environmental and chemical data.

Preferred Knowledge, Experience, And Training:

• Master's degree in environmental science, biology, chemistry, mathematics, probability, and statistics, or related science field
• Seven years of progressively responsible experience in water quality modeling, data analysis, reporting, workflows, programming, and design of data systems
• Understanding of NPDES requirements and associated analyses; waste load allocation studies; state and federal rules and regulations, familiarity with water renewal facility (wastewater treatment plant) and collection system design and operation
• Expertise in temperature or environmental fate models (SNTEMP, AQUATOX, or equivalent); and hydrodynamic water quality models (QUAL2Kw or equivalent)
• Experience with hydraulic and hydrologic analyses; in minimum flows and levels or environmental flow assessments; in surface water quality modeling and assessment; using surface water quality modeling software (ie. CE-QUAL-W2, QUAL2Kw, HSPF, etc.)
• Experience developing and managing databases; with programming languages (VBA, VBScript, SQL+, UNIX, Java); with statistical software packages (R, etc.); in environmental data collection experience from a variety of sources (including the USGS and Idaho Department of Environmental Quality)
• Strong quantitative analysis skills; familiarity with statistical analysis software (SPlus, R, etc.); and fieldwork experience

Licensing And Other Requirements:

• Valid state-issued driver's license
