DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Conducts Environmental inspections, including the Environmental Protection Agency (EPA)/Texas Commission on Environmental Quality (TCEQ) Multi-Sector General Permit (MSGP), TXR 050000, and other EPA/TCEQ inspections as required. Investigates complaints concerning pollutant and/or contaminant sources; conducts on-site inspections; coordinates and collects water samples, soil samples and samples of suspected pollutants. Performs various field tests and reports investigative findings. Conducts routine surveillance of the Municipal Separate Storm Sewer System (MS4) to determine pollutant and/or contaminant problems. Operates and maintains various scientific instruments and equipment. Prepares survey, investigation and observation reports for utilization in corrective recommendations and/or as legal evidence in the prosecution of violators. Prepares proceedings, coordinates district inspections, inspects and monitors chemical and microbiological aspects of water and waste water treatment plant performance, solid waste facilities, transfer stations and other permitted facilities. Performs electronic record keeping activities to maintain filing system, reports, photographs and other documentation. Issues citations and violation notices to violators and may be called to testify as an expert witness during court proceedings. Participates in planning and conducting basic applied research projects. Promotes environmental awareness concerning the effects of and hazards associated with illegal dumping, educating the public in pollution prevention and the proper transport and disposal of hazardous and other wastes. Responds to emergency on call situations where the MS4 is threatened and/or impacted on a 24/7 basis. Performs other duties as assigned.

WORKING CONDITIONS
This position routinely requires lifting of moderately heavy items (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional exposures to significant levels of heat, cold, moisture and air pollution. The position may involve infrequent exposure to chemical substances and physical trauma of minor nature such as cuts, bruises and minor burns.

This is a Department of Houston Public Works Emergency Management position at the Tier II level .

Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.

MINIMUM EXPERIENCE REQUIREMENTS
One (1) year of pollution/environmental control experience is required.

MINIMUM LICENSE REQUIREMENTS
NonePreferences may be given to applicants with advanced skills in Microsoft Office and strong organizational skills. The ability to work in a fast-paced environment and skills in multi-tasking is is preferred. They must be able to work flexible hours and be on call 24/7.

Preference may be given to applicants with Hazwoper experience.

Preference will be given to candidates who possess a valid Texas Driver License and be in compliance with the City of Houston policy on driving (AP 2-2).

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION/SKILLS TESTS REQUIRED
