Abt Associates seeks a qualified Associate to join its Division of Health and Environment in conducting economic analyses and providing regulatory support for environmental programs with the U.S. Environmental Protection Agency and other government clients. The candidate will support an interdisciplinary team conducting research in support of national-level environmental programs focused on climate change, clean energy, and other areas.

Key Roles & Responsibilities

* Leading the development of regulatory compliance cost estimates.
* Developing benefits estimates for changes in health or ecological outcomes that result from an environmental regulation.
* Providing lifecycle support for regulatory development processes, including public comment support, technical support document development, option selection, and finalization.
* Collaborate with Abt staff to support projects with the U.S. Environmental Protection Agency and other federal and state agencies.
* Develops tools and resources to economic and regulatory analyses, including cost models.
* Manages projects, including budget management, staffing coordination, and client engagement.

Preferred Skills/Prerequisites

* Required: experience supporting EPA economic and regulatory development efforts.
* Required: background in economics, environmental policy, or regulatory policy.
* Preferred: additional experience in engineering, statistics or environmental science.
* Familiarity with U.S. Environmental Protection Agency regulations, regulatory development processes, and key policies.
* Proficiency using statistical software packages such as SAS.
* Ability to clearly communicate complex analytical methods in writing to a diverse audience.
* Strong attention to detail.
* Excellent oral communication, writing, and analytical skills are essential.
* Experience managing projects for government clients.

Minimum Qualifications

Master's Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
