The Environmental Quality Division is actively seeking an Environmental Associated Engineer.

This position is an engineering position that requires an EI and a preference of at least 2 years of experience in Petroleum Cleanup (working with FAC 62-780). The Environmental Quality Division is contracted by the Florida Department of Environmental Protection to manage the regulatory aspects of petroleum cleanup in Duval County and state-funded petroleum cleanup sites in Nassau, Baker, and St. Johns Counties. As part of the management of petroleum contaminated sites, the Petroleum Cleanup Branch reviews pilot test plans, pilot test reports, remedial action plans, start-up reports, and operation and maintenance (O&M) reports for remedial systems on contaminated sites. This position will work under a Professional Engineer to review these types of reports and conduct Quarterly O&M site inspections. This position will also manage the assessment and remediation of a certain number of contaminated sites, including annual site inspections and other duties as assigned.
This is entry-level engineering work in reviewing environmental permits, plans, and reports and performing inspections and audits. The work requires a basic understanding and application of the theories, principles and practices of environmental engineering. Contacts require skills in understanding and influencing people which and are important in resolving complaints from the general public. The work is standardized in that tasks are covered by substantially diversified procedures and specialized standards. Because of the changing priorities or different situations, incumbents have the latitude to consider which of the procedures or standards should be followed and in what sequence. Work is performed in an office environment and field environment. Operates personal computers, motor vehicle, and standard office equipment. The physical demands consist of driving, sitting, standing and walking during field investigations. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and/or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods, standards, and policies.
Examples of Work
- Reviews plans, permits, and specifications for environmental projects.
- Inspects engineering aspects of facilities for compliance with permits and plans.
- Develops or modifies methods and techniques for assessing the natural environment and for testing, sampling and monitoring of air, water, and soil pollutants.
- Acts as team lead to train other staff in engineering principles.
- Oversees field investigations of environmental problems and facility compliance inspections.
- Develops and revises Standard Operating Procedures.
- Performs engineering calculations.
- Advises enforcement personnel concerning regulatory non-compliance or unsatisfactory compliance of regulated sources.
- Operates standard office equipment including personal computer using word, spreadsheet, database and other related software.
- Operates motor vehicle.
- If assigned to Petroleum Cleanup: manages petroleum cleanup sites.
- If assigned to Air Quality: participates in audits and evaluation/improvement of air monitoring sites.
- If assigned to Water Quality: leads or participates in special studies to access environmental impacts.
- Demonstrates proficiency in the City of Jacksonville's competencies.
- Performs other responsibilities as required or assigned.

Open Requirements/Supplemental Information
- A Bachelor of Science from an accredited institution in an engineering discipline is required.
- Registered Engineer Intern (EI) is required prior to appointment.
- Class E Driver's License is required prior to appointment and must be maintained.
- City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain and maintain during employment.
Depending on assignment, OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required and must be maintained.
- The probationary period for this class is twelve months.
