The Recycling and Environmental Services Section of King County's Solid Waste Division - KCSWD (Part of the Department of Natural Resources and Parks), is looking for an enthusiastic and visionary employee in a Project Program Manager (PPM) 2 position.The context for the RoleKCSWD is leading the regional planning efforts for a Zero Waste of Resources (ZWoR) goal and is developing a vision for the region: the Re+ plan. The Re+ plan will set out King County's vision and priority first steps for a more circular economy. Our work will help to REduce material demand to maximize waste prevention, REuse products and materials as much as possible, REpair products to reduce demand for new material and REthink material management to be community-centered and promote local jobs, innovation and infrastructure.We are seeking individuals who want to be a part of this exciting transformation. A PPM2 level position is open with a particular focus on reducing and managing food waste. We'll also create and maintain a list for other similar RE+ opportunities and may contact interviewed applicants up to 12 months from the date of this job listing.Organics Prevention and ManagementWith a strong focus on food waste and other organic materials, KCSWD is implementing projects, developing policies, conducting research, and expanding stakeholder and community engagement that will all help shape the future of our waste prevention and recycling goals, approaches, and priorities. This position will be part of an interdisciplinary team of King County staff and consultants working to deliver zero food waste in landfill by 2030, a key King County climate commitment. KCSWD is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County.The Recycling and Environmental Services (RES) Section leads the Division's efforts to deliver a more circular, equitable and fair economy through our work on developing end markets for recycled materials, organics management, product stewardship, policy, recycling, environmental stewardship, green buildings, green schools, hazardous waste and several compliance programs.Who May Apply: This position is open to all qualified candidates. Work Schedule: This position works 8 hours per day, M-F, 8:00am to 5:00pm. It is non-exempt from FLSA provisions and is over-time eligible. Permanent Telecommuting Requirement: The work associated with this position will be performed predominantly by telecommuting, with occasional onsite work and meetings, as influenced by business needs. Employees will have access to shared workspaces at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. The individual selected for this opportunity will be joining an innovative and progressive team. Examples of Job Responsibilities: Analyze and synthesize research, consultant analysis and community engagement into recommendations for reports and presentations that communicate information in clear and compelling ways.Conduct research and/or or manage consultant support to identify food waste prevention best practices and opportunities, programs and systems, from a lifecycle and circular economy perspective.Develop and deliver an approach for culturally appropriate waste reduction and recycling outreach, in areas such as food waste, by engaging with commercial customers at various levels of companies, including restaurants, local businesses, and institutions.Prepare presentations, information products and speak to diverse audiences about food waste reduction, recycling and material end markets.Develop recommendations and approaches incorporating equity and inclusion, in particular, how solid waste management practices can support the development of expanded food recovery and donation system for King County.Develop and support end markets for material market development, such as for food waste-derived processing through compost market development support for public jurisdictions.Assist with contract procurement and manage consultant contracts, asrelated to food policy development or outreach, including drafting plans and reports, program budgets and scopes of work.Develop and maintain appropriate communication and outreach channels, such as creating and managing content for the updated King County website.The Successful Candidate Will Possess: Demonstrated knowledge and experience in implementing recycling/waste management (programs and/or policies), environmental, circular economy and/or climate change policy.Demonstrated commitment to racial & social justice, equity, and inclusion.Demonstrated excellent customer service, interpersonal and communication skills.Demonstrated ability in distilling technical analysis to identify key findings and communicating them with conviction - often to lay audiences and decision-makers.Demonstrated experience of being an excellent team player and ability to work independently as needed.Understanding of key principles and issues driving decisions in waste prevention and materials management.A strong interest in the environmental and/or material management agenda, and in furthering King County's commitments delivering on Re+.The Most Competitive Candidate Will Possess: Experience of or participation in the development and implementation of successful circular economy, environmental or climate policies and programs.Experience of or participation in the development and implementation of successful food waste and/or organics prevention and material management programs.Demonstrated experience and/or knowledge of building coalitions across diverse stakeholders and incorporating underrepresented communities in policy development and analysis.Knowledge of or experience in incorporating circular economy and social inclusion principles to projects or programs.Demonstrated dedication to equity, diversity and inclusion, and to contributing to a positive working culture of a team.Demonstrated experience of effective planning and prioritizing to meet changing deadlines and priorities to deliver results at pace.Experience of taking an innovative approach, taking the initiative and seeking opportunities to do things differently.Special Requirements: The selected person will need a valid Washington State Driver's License or the ability to travel throughout the County in a timely manner.
