DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs permit implementation activities of the wastewater operations environmental compliance program.

  • Perform technical inspections and investigative work of all (39) wastewater treatment facilities (and two wet weather facilities) to detect, analyze, and eliminate or control environmental pollutants and issues potentially effecting compliance.
  • Attend regulatory agency site investigations and follow up to resolve alleged violations.
  • Provide regulatory expertise to WWO and the Wastewater Laboratory.
  • Investigates complaints of pollutant and contaminant sources, conduct on-site inspections, and collects necessary samples.
  • Reviews laboratory data for trends and outliers for internal reporting. Provide LIMS support.
  • Identify and report noncompliance, including monthly discharge monitoring, permit noncompliance and unauthorized discharges in accordance with the City of Houston wastewater discharge permit requirements.
  • Support the issuance and renewal of TPDES permits. Review draft applications and permits.
  • Provide support for field investigations of fish kills, spills, flooding and sanitary sewer overflows
  • Support compliance for Title V, New Source Review and Green House Gas to maintain timely submittals.
  • Interpret and track biomonitoring reports and identify the causes of failures.
  • Maintain a safe and healthy work environment.
  • Participate in outreach training for storm water, sampling, compliance topics.
  • Maintain an accurate and updated tracking database for discharge permits, reporting deadlines, enforcement actions, and inspection and sampling frequencies.
  • Review and interpret laboratory data reports and coordinate with the wastewater laboratory on data management and reporting.
  • Build a cooperative work team and productive environment.

WORKING CONDITIONS
This position may require lifting of moderately heavy items (up to 40 pounds) and/or long periods of field work. There are occasional minor discomforts from exposure to less-than-optimal temperature and air/odor conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Houston Public Works Department Emergency Management position at the Tier II Level.

Job Requirements:
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Chemistry, Biology, Environmental Health, Engineering or a closely related degree.

MINIMUM EXPERIENCE REQUIREMENTS
Three (3) year of pollution/environmental control experience is required.

MINIMUM LICENSE REQUIREMENTS
None.Preference will be given to applicants with working knowledge of: Water Quality permitting rules and regulations; Discharge compliance reporting; Investigative experience, TCEQ background knowledge, Title V Air and New Source Review permitting and compliance reporting; WWTP Storm Water Program and MS4; Laboratory data management and interpretation; and regulatory agency experience.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.** SELECTION/SKILLS TESTS REQUIRED: None
