Summary

About the Position: Serves as a Hazardous Material/ Waste Coordinator with responsibility for maintaining and coordinating the hazardous waste management program for the Blue Grass Chemical Activity (BGCA), Chemical Operations Directorate in coordination with the BGCA Environmental Protection Specialists and as required by the Resource Conservation and Recovery Act (RCRA).

Responsibilities
  • Responsible for coordinating the proper handling, packaging, storage, transportation, shipping and disposal of hazardous materials and hazardous wastes, and maintaining a hazardous waste inventory.
  • Ensures waste storage containers are the correct type for the material involved and are properly identified and labeled for storage and shipment.
  • Evaluates and interprets waste analysis and develops waste profiles for new waste streams generated.
  • Reviews procedures, regulations, permits, site plans, and guidelines to determine compliance with all Federal, State, Army, and local regulations.
  • Assists in the preparation of Letters of Instruction (LOIs), Standard Operating Procedures (SOPs), BGCA-R 200-1; and makes recommendations for any changes.
  • Conducts/assists in compliance inspections of hazardous waste management unit locations, work generation points, storage and satellite accumulation points, in conjunction with the BGCA Environmental Protection Specialists.
  • Maintains historical records/logs (cradle to grave) of generated hazardous waste within the directorate.
  • Conducts training for Directorate personnel and the requirements and procedures for testing and handling potentially contaminated material and equipment.
  • Serves as the field environmental expert / technical specialist during accidents and incidents occurring in the Chemical Limited Area (real world and exercises) and serves as the liaison to the BGCA Environmental Section in the Operations Center.
  • Serves as a technical specialist, during the establishment / manning of the Forward Command Post (FCP), has the primary function of ensuring operations are environmentally safe and reviews remediation / mitigation procedures.

  • Incumbent must obtain and maintain a Non-Sensitive security clearance for duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 25 pounds and occasional lifting of 45 pounds in the regular performance of duties.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Incumbent will be required to wear chemical protective clothing, respirators, and may be required to wear self-contained breathing apparatus with backpack.
  • This position is subject to the Unescorted Access Program (UAP) AR 190-59.
  • Incumbent must maintain certification IAW the Hazardous Waste Operations and Emergency Response (HAZWOPER) 29 CFR 1910.120).
  • Incumbent must successfully complete training in Hazardous Waste Management Procedures within three (3) months after the date of appointment.
  • This position requires participation in the Chemical Accident/Incident Response and Assistance (CAIRA) situations and serve on teams dedicated to mitigating CAIRA situations.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Hazardous Material/Waste Coordinator without more than normal supervision. The ability to perform the most difficult and complex duties of a Hazardous Material/Waste Coordinator, or related duties which includes verifying the integrity of, labeling, storage, and handling of hazardous material and hazardous waste products; inspect, store, transport, generate, dispose, and control hazardous material and hazardous waste; recognize various hazardous materials and hazardous waste in order to apply the proper procedure for proper disposal; understanding of state and federal permitting, environmental rules, regulations, principles, and practices. - Failure to meet this Screen Out Element will result in an ineligible rating.

PHYSICAL EFFORT: Work involves lifting and carrying items weighing up to 25 pounds, with occasional lifting up to 45 pounds with assistance if available. Kneeling, bending, stooping, and walking are required while performing duties.

WORKING CONDITIONS: Required to work in an office setting as well as outside in all kinds of weather conditions while performing duties. Subject to the possibility of personal injury from the handling of heavy objects and/or from industrial hazardous waste. Wears protective clothing, which is specially made and treated for working with corrosives and toxins, including safety shoes, glasses, respirator, protective mask, and coveralls. May be required to serve on the employee safety committee.
