Summary
The Lake Washington/Cedar/Sammamish Watershed (WRIA 8) salmon recovery team seeks an action-oriented, collaborative, organized, and resourceful individual to join our small team working to protect and restore salmon populations and watershed health in WRIA 8. As the Projects and Funding Coordinator, we are looking for someone who can be effective working independently and thrive as a member of a team. The position's primary responsibility is to coordinate development and implementation of priority projects and programs to achieve the WRIA 8 Chinook Salmon Conservation Plan's salmon habitat protection and restoration goals. Duration: This is a benefit eligible temporary position; the duration is expected to be at least two years with the possibility of extension.Who is Eligible: This position is open to all qualified applicants. If the successful applicant is a King County Career Service employee, this position will be offered as a Special Duty Assignment. Employees must have their current supervisor's approval to accept a Special Duty Assignment. Permanent Telecommuting RequirementThe work associated with this position will be performed remotely on a permanent basis. There will be situations where the employee is required to report to a County worksite or other locations in the Lake Washington/Cedar/Sammamish Watershed. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note, that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team. Work Location: Primarily teleworking and the King Street Center, 201 S. Jackson St., Seattle, WA 98104. This position requires the ability to travel to other work locations throughout the Lake Washington/Cedar/Sammamish Watershed, in a timely manner.Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week but will require occasional availability on weekends and evenings as needed.?
Job Duties
Serve as a member of a small team that provides professional natural resource management and salmon recovery planning and implementation services to the Lake Washington/Cedar/Sammamish Watershed (WRIA 8) Salmon Recovery Council, including 28 local government partners operating under an interlocal agreement to cost share salmon recovery in the watershed. This involves working effectively with diverse groups, including elected officials, agency staff, project and program sponsors, community and interest groups, members of the public, and private property owners.Coordinate habitat protection and restoration project and program development, implementation, tracking, and reporting. Work with project sponsors to develop funding strategies, improve grant applications, and scope and phase projects. Serve as lead for WRIA 8's salmon recovery "Lead Entity" operating grant from the Washington Recreation and Conservation Office, including grant administration and reporting.Administer WRIA 8's annual grant round processes to solicit, evaluate, rank, and recommend allocation of funding through the state Salmon Recovery Funding Board and Puget Sound Acquisition and Restoration programs and the King County Flood Control District's Cooperative Watershed Management grant program. Analyze planning, regulatory, project, program, and policy proposals to assess implications for salmonids listed under the Endangered Species Act. Prepare reports, papers, decision documents, speaking notes, press releases, newsletters, meeting packets, grants, interlocal agreements, and written and oral presentations. Work with the WRIA 8 Salmon Recovery Manager, WRIA 8 team, Salmon Recovery Council partners, and other entities to organize and implement outreach and communication efforts for federal, state, and local decision-makers to support WRIA 8 funding and policy priorities, including organizing and conducting field trips, tours, and presentations. Participate in local, regional, and state planning and implementation efforts and forums on behalf of the WRIA 8 team. Use communications and meeting facilitation skills to convey technical and policy information and produce outcomes with managers and staff, project teams, tribal representatives, residents and landowners, businesses, elected officials, other jurisdictions and agencies, WRIA 8 Project Subcommittee, WRIA 8 Implementation Committee, WRIA 8 Technical Committee, and WRIA 8 Salmon Recovery Council.
Experience, Qualifications, Knowledge, Skills
Bachelor's degree in environmental science, regional or environmental planning, natural resource management, landscape architecture, public administration, or a related field. At least five years of increasingly responsible program and project management, planning, and analytical work experience applicable to the primary job duties of this position. At least three years of experience making presentations to varied audiences (such as public officials, special interest groups, committees, etc.) At least three years of experience preparing and/or reviewing grant proposals. At least two years of experience and demonstrated ability facilitating multi-jurisdictional or multi-stakeholder committees or advisory boards on controversial issues, particularly related to salmon conservation, natural resource management, or endangered species recovery. Familiarity with the Endangered Species Act, salmon habitat restoration and protection methods, state salmon recovery legislation, and/or salmon habitat needs. Familiarity with principles of watershed restoration and/or natural resource management. Understanding of key natural resource issues currently facing Pacific Northwest rivers and floodplains. Excellent verbal and written communication skills. Strong attention to detail and organizational skills and ability.Team-oriented individual with demonstrated ability to grasp issues quickly, exercise initiative and judgement, function independently on assigned projects and keep team-members appraised of key issues and developments. High-level proficiency in Microsoft Office software, including Word, PowerPoint and Excel.Demonstrated Experience In: Managing complex projects and programs involving watersheds, natural resource conservation, local governmental systems, political processes, interagency and inter-jurisdictional relations, public involvement and outreach, and/or regional planning. Maintaining composure and professionalism in managing complex issues and a capacity to quickly respond to changing priorities, often under tight deadlines. Knowledge and experience working in the Puget Sound basin; familiarity and experience with the WRIA 8 Watershed is a plus.Familiarity with key issues, entities, and agencies involved in salmon recovery, aquatic habitat management, and/or floodplain management in Puget Sound. Experience working with northwest tribal governments, landowners, agencies, and local governments. Experience and interest in advancing principles of diversity, equity, and inclusion in salmon recovery work.Familiarity with challenges and opportunities of salmon habitat restoration in both urban and rural environments.Necessary Special Requirements: A valid Washington State Driver's LicensePhysical Requirements: This position requires the ability to conduct occasional physical site evaluations and field tours. There is an intermittent need to walk on uneven terrain, for limited periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; and slippery, uneven surfaces and occasionally, active construction sites. Work tasks also may include in-water situations involving wading and the use of canoes or other boats. Work Environment: Work is primarily performed remotely in a telework environment, with expectations to attend semi-regular in-person work meetings and events, and occasional time spent evaluating river, lake, and stream landscapes and project sites. Occasionally attendance at evening and weekend meetings and events will be necessary.
