What you will be doing:

This Public Health Specialist 1/2 will work within the Division of Public Health, Section of Chronic Disease Prevention and Health Promotion. The specialist will use the evidence-based public health approach to coordinate, execute and oversee evaluation of public health communication and social marketing projects related to chronic disease, injury prevention and health promotion. The specialist's work supports the Play Every Day campaign; tobacco prevention including the Quit Line and e-cigarette youth prevention efforts; and other chronic and injury topics. The position develops and oversees communication materials of all kinds, including print materials, websites, blogs, online and social media messages, video and radio public service announcements, and more.

The working environment you can expect:

The position's office is located on the 7th floor of the Frontier building in midtown Anchorage. The section staff are currently working part-time in the office and part-time at home. Desk space in the office is shared and scheduled in advance. The office is situated with views of the Chugach front range, Mount Denali, and the Cook Inlet. There is ample covered parking, a high level of building security, coffee stand (during non-pandemic times), ample vending machines for drinks/snacks, and a caf.

To be successful in the position the candidate will need the following core competencies:
  • Public Health: Applies knowledge of the concepts, principles, theories, methods, and tools associated with protecting and improving the health of people and their communities, including promoting healthy lifestyles, researching disease and injury prevention, and detecting, preventing, and responding to infectious diseases.
  • Communications and Media: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
  • Project Management: Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.
  • Creativity and Innovation: Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting-edge programs/processes.

Public Health Specialist 1

A master's degree from an accredited college in one of the required fields will substitute for up to two years of the required work experience.

A PhD from an accredited college in one of the required fields will substitute for up to four years of the required work experience.

Recruitment and selection for these positions will be from among only those candidates who have the appropriate background and experience relevant to the specialty field defined in the predominant responsibilities of the position. The specialty areas include, but are not exclusively limited to: maternal, child, adolescent, and/or men's and women's health; birth defects; early childhood development and disabilities; emergency medical services and care; cardiopulmonary health; obesity and stroke prevention and mitigation; neurological development and disease; genetics and congenital diseases; audiology; human immunodeficiency virus (HIV)/sexually transmitted disease (STD) surveillance, prevention, and control; tobacco, alcohol, and narcotics prevention and mitigation; health impact assessments; domestic violence and traumatic injury surveillance, prevention, and control; chronic disease and epidemiological surveillance and control; and related biostatistics.

The social sciences include anthropology, economics, sociology, history, political science, geography, psychology, and demography. The biological sciences include botany, biology, entomology, ecology, forestry, and zoology.

Public Health Specialist 2

A bachelor's degree from an accredited college in public health, health administration, nursing, epidemiology, health sciences, health education, community health, emergency medical services, psychology, the social sciences, the biological sciences, social work, biostatistics/statistics, education, or a closely related field.

AND EITHER

One year of specific experience providing circumscribed consultant and advisory services to stakeholders in a defined region or geographical area or statewide assistance to higher level consultants or managers in providing complex or extensive research and advisory services. This experience is equivalent to a Public Health Specialist I with the State of Alaska or its equivalent with another employer.

OR

Five years of experience administering or providing specialized health care or public health services or programs. The required professional experience includes work such as Registered Nurse, Public Health Nurse, Nurse Consultant, Health Program Manager, Health and Social Services Planner, Nutritionist, Audiologist, Health Practitioner, Advanced Nurse Practitioner, Physician's Assistant, Public Health Representative, Health Program Associate, Paramedic, Emergency Medical Technician, or the equivalent. Service as an Education Specialist or similar job class may qualify if the work performed was specifically related to the development of health curriculum or the collection, analysis, and maintenance of data concerning conditions of public health importance, such as incidence/prevalence of disease or injuries, social risk factors, behavioral risk factors, environmental risk factors, and/or demographic characteristics. The required work experience may also include graduate level work conducting/assisting in specialized scientific research studies related to public health.

Substitution:

A master's degree from an accredited college in one of the required fields will substitute for up to two years of the required work experience.

A PhD from an accredited college in one of the required fields will substitute for up to four years of the required work experience.

Additional Required Information

At the time of interview please provide the following:

FLEXIBLY STAFFED

This position is flexibly staffed. This vacancy may be filled at either the 1 or 2 level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level of the position. If filled at Level I, promotion to the Level II will only occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class and final approval by supervisor. It is recommended and encouraged that you apply for any/all levels that you are qualified for.
