The first review of applicants will begin on August 2, 2021.Thurston County Public Health and Social Services is hiring one (1) Full-Time Program Manager for the Environmental Health Division.The Program Manager will oversee activities of the Water Quality and On-site Sewage System Maintenance Section. This section:Conducts ground and surface water quality investigations.Conducts pollution identification and correction (PIC) activities.Establishes and oversees monitoring and maintenance requirements for over 54,000 on-site sewage systems across Thurston County.Works with community members and partners to evaluate and respond to emergent water resource issues.The Program Manager will provide support to the Environmental Health Division including the Food and Environmental Services Section and the Solid/Hazardous Waste Program as delegated by the Environmental Health Division Director. The Program Manager will supervise professional and technical environmental health personnel and may be required to perform some of the duties of the Division Director in his/her absence.The Program Manager reports to the Environmental Health Division Director and is an important member of the Public Health and Social Services leadership team. The work of the Program Manager involves considerable budget planning, preparation and review, interpretation of laws and ordinances, public speaking, interpretation and development of program and department policy, establishing program goals and procedures for reaching those goals, monitoring performance of programs, management of personnel performance, and working with community and industry representatives.

EXAMPLE OF DUTIES
Bachelor's degree in Environmental Health, Bacteriology, Zoology Engineering, or a related natural or physical science.Five (5) years of experience in professional environmental work including experience in budget preparation and program planning and implementation. A minimum of two (2) years supervisory experience of environmental professional staff is also required.Must be recognized by the Washington State Sanitarian Registration Board as a Registered Sanitarian within eighteen (18) months of the date of hire.

MINIMUM QUALIFICATIONS
Expertise in water quality standards, study design, data analysis and understanding of natural and anthropogenic impacts on water resourcesKnowledge of state and local on-site sewage system regulations, standards and technologyKnowledge of permit and data systems.A broad knowledge of environmental public health programsExpertise in education, outreach and social marketing/communication.Knowledge of Federal, State and local policies and regulations pertaining ground and surface water resources.Ability to create innovative programs and projects in response to community needs.Ability to communicate effectively with individuals and groups regarding complex or controversial public policy issues or service.Excellent communication skills, both verbal and written.Strong project management, organizational and prioritization skills.Strong critical thinking skills focused on identifying organizational challenges and opportunities, along with the ability to implement appropriate solutions.Ability to establish and maintain effective working relations with elected officials, staff, and the community.Ability to quickly assess problems and act to positively resolve conflicts and coordinate efforts to the satisfaction of consultants, contractors and the public.Ability to interpret and apply policies, regulations and laws to complex issues.Ability to effectively and proactively manage, supervise and oversee the performance of professional staff.
