Responsibilities

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Gulf of Mexico Outer Continental Shelf (OCS) Region, Office of Environment, Biological and Social Sciences Section, in Jefferson, LA.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

1. Provides managerial leadership, guidance, and direction for an interdisciplinary staff of supervisors, scientists (marine biologists, protected species biologists, fisheries biologists, economists, social scientists, and marine archaeologists), and technical specialists in the Section. These responsibilities include: developing and managing budget and staffing plans; identifying developmental and training needs of staff; counseling and coaching staff; and resolving complaints and discipline.

2. Exercises a broad range of supervisory responsibility over the Section's operations. These responsibilities include: representing the Section internally and externally; defining controls and objectives; instituting standard operating procedures and methodologies; establishing priorities; overseeing the scheduling and preparation of assigned work; and reviewing assigned work, as necessary. Operational work of the Section includes:

* Developing, procuring, and managing archaeological, biological, economic, and social studies to support the Bureau's mission;
* Analyzing the potential archaeological, biological, economic, and social impacts of Bureau Program (outer continental shelf (OCS) oil and gas energy, renewable energy, marine minerals, and alternative use) activities in accordance with the National Environmental Policy Act (NEPA);
* Developing unique measures to abate potential effects from proposed activities associated with Bureau Program activities; and
* Leading consultation and coordination regarding the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (Essential Fish Habitat/EFH), Marine Mammal Protection Act (MMPA), National Historic Preservation Act (NHPA), and government-to-government relations (G2G) for Bureau Program activities.

3. Advises management on policy, guidance, and regulations regarding Bureau issues in general and specifically regarding archaeological, biological, economic, and social issues. This includes: participating in the development of goals and objectives; assisting with tactical plans to accomplish objectives; participating in the development and review of regulations and policy; evaluating the associated impacts on existing procedures, workload, and staffing; and participating in the development and/or adaptation of standard operating procedures responsive to new policies.

4. Analyzes Bureau Program issues and prepares and presents recommendations to management.

5. Coordinates directly and routinely with other Bureau offices, Federal and State agencies, private industry, and special interest groups.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:

GS-14: (Step 1; $108,885 - Step 10; $141,548) per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Performing at least one year of continuous supervisory duties.

2. Working closely with a team of supervisors and/or managers to coordinate staff activities in achieving collective office or agency goals beyond those associated with routine tasks.

3. Expressing technical information, both orally and in written format, to management and the public taking into account the audience, setting or context, and nature of the information.

4. Making sound, well-informed, and objective decisions to accomplish organizational goals; perceiving the impact and implications of those decisions.

5. Adapting behavior and work methods in response to new information, changing conditions, or unexpected obstacles.

6. Supervising, leading, or coordinating a staff or team to prepare complex technical and/or environmental documents related to coastal and/or offshore environments. Examples of such analyses and documents include: National Environmental Policy Act (NEPA) documents (environmental impacts statements (EISs) and environmental assessments (EAs)); Coastal Zone Management Act (CZMA) documents (consistency determinations (CDs)); and Federal consultation documents prepared in compliance with the: Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (Essential Fish Habitat/EFH), Marine Mammal Protection Act (MMPA), National Historic Preservation Act (NHPA), and Executive Order 13175, Consultation and Coordination with Indian Tribal Governments (G2G).
